Reports to the Air Navigation Services Director
Location: Head Office

The position exists to provide Air Traffic Services in accordance with the National Regulations and International Civil Aviation Organization standards and recommended practices (ICAO SARPs) in order to ensure development, management and application of safety standards in Air Traffic Management

Duties and Responsibilities

1. Are Traffic Management
Efficiently manage the air traffic services of the nation to meet the objectives of safety, efficiency and regularity by baying an efficient system that ensures: Safe, smooth and orderly flow of air traffic in line with regulatory requirements.
• Adequate maintenance of ATS standards and their improvement through effective monitoring of service delivery by carrying out inspections and service audits to check compliance with established national and ICAO standards.
• Investigating complaints and operational irregularities within Air Traffic Services to improve the level of service.
• Compliance with National Civil Aviation Regulations and procedures for the safety of airspace users.
Compliance with the National ATS Security Program.
• Appropriate airspace design to meet operational and user requirements.
Development and maintenance of effective relationships with other departments,' divisions, civil aviation industry organizations and the military
• Co-ordination with neighboring countries and the ICAO regional office to harmonise procedures for the efficient conduct of flights.
• Identification of appropriate facilities and equipment necessary for the safe and efficient national air traffic control system.
• That best practice operational standards, rules and procedures are agreed upon and implemented across ATS.
• Accurate information is given to the Director Air Navigation and Technical Services on matters pertaining to Air Traffic Services.

2. Safety Management

• Oversee the development and implementation of the ATS safety management system in accordance with the national regulations and International Standards.
• Take a leadership role in the promotion of safety and inculcate a safety culture in ATS in the dynamic environment

3. Search and Rescue Services Coordination

• Oversee the provision of search and rescue service in the Zimbabwe Search and Rescue Region.
• Prepare reports for the Director Air Navigation and Technical Services on the outcome of the rescue mission and exercises making necessary

4. Training and Development

Oversee implementation of the training plan to ensure that all ATS personnel are suitably qualified, trained and assessed as competent to carry out required tasks and duties in line with regulatory requirements.
Ensure a robust record keeping in line with legal and operational requirements

5. ATM Financial Management

• Participate in the business planning and review process and provide the forecast for budgeting.
• Account for all the assets, financial and material that have been assigned to this department.
• Preparing the annual Air Traffic Services budget programmes and implementing approved programmes within financial limits.

6. Human Resource Management:

• Attracting, retaining, motivating and developing staff that is dedicated to outstanding performance.
• Advising management on the department's labour requirements and ensuring staff development.
• Implementing the performance management system to ensure that the department's required standard and capacity is achieved.

Qualifications and Experience

• A degree in Business Administration, Social sciences or equivalent.
• A diploma/certificate in civil aviation management.
• 15 years' experience in air traffic services, 5 of which should be at management level

Skills and Competences

• Thorough knowledge of ICAO Standards and Recommended Practices.
• Should have broad organizational awareness.
• Thorough knowledge of international and regional civil aviation organisations.
• Must have a high level of vigilance and sensitivity to aviation security and safety issues.
• Good Communication skills.
• Strong manpower management skills.
