Position title: CiSS Coordinator

Working location: ​Harare

Supervisor: National Programme Director

Context of the position


Established in 1949, SOS Children's Villages International (CVI) is a dynamic, international social development organization working globally to meet the needs and protect the interests and rights of children without parental care and those who are at the risk of losing it.
SOS Children's Villages Association of Zimbabwe is a member of SOS International - a worldwide children's social welfare organisation, providing vulnerable children without homes with a family home and educational opportunities as well as strengthening families to reduce poverty.

Mission of the position:

The CISS Project Coordinator is responsible for providing overall leadership, coordination, and strategic direction of the consortium project. The role ensures effective planning, implementation, quality assurance, and compliance of project activities while strengthening collaboration among partners and stakeholders.

The position exists to ensure that the project achieves its intended outcomes of reducing children’s vulnerability to street life and supporting their reintegration into families and communities, in line with SOS Children’s Villages’ mission of ensuring that every child grows up with care, protection, and belonging.
He/She reports to the National Programme Director (NPD) and receives national level technical support.

Duties and Responsibilities

Key performance areas and main responsibilities:

1. Programme development and management
• Lead and coordinate implementation of the CISS project across consortium partners.
• Ensure harmonised planning, efficient delivery of activities, and alignment with agreed objectives across partners.
• Facilitate joint planning, review meetings, and consortium governance structures
• Ensure clear roles, communication, and accountability among partners
• Provide technical support and oversight to partner organisations
• Track implementation progress against work plans
• Sets up and leads an effective program team
• Manages co-workers in the location, i.e. those involved in specialized work with different forms of families and in general support work.
• Meets and or discusses and agrees with work schedules and targets with partners.
• Facilitates cooperation and information flow between SOS Children’s Villages and partners
• Plan and implement staff development programmes related to the project.
2.​Financial and administrative management
• Builds accountability in the programme by ensuring implementation of financial and administrative procedures, in accordance with defined policies, guidelines, and standards.
• Coordinates Planning and Budgeting in line with overall project budget frame
• Manages overall financial operations including budgets, authorization and approval of expenditures in compliance with the funding agreement and SOS regulations.
• To ensure accountable, transparent, and efficient use of project resources and support audit.
• Ensure accurate financial reporting, compliance, and optimal resource utilisation across the consortium.
• Manage project budget and monitor expenditures
• Coordinate procurement and administrative processes
3.​Quality management, monitoring and evaluation
• Ensure effective planning, monitoring, evaluation, and quality assurance of project activities.
• Support M&E to measure results, improve programme effectiveness, and ensure accountability to participants and donors.
• High-quality project implementation demonstrating measurable outcomes and impact.
• Support development and oversight of M&E frameworks and tools
• Track indicators and ensure timely reporting
• Facilitate baseline, midline, and endline evaluations
• Integrate learning and adaptive management practices
• Monitor the implementation of recommendations from national and international quality audits and evaluations.

5.​Partnership building, advocacy and cooperation with external stakeholders
• Develop and maintain strategic partnerships with government, civil society, and community stakeholders leading to increased impact, sustainability, and policy influence.
• To strengthen child protection systems and advocate for policies supporting children in street situations.
• Represent the consortium in national and local forums
• Strengthen relationships with government ministries and child protection actors
• Lead advocacy initiatives and awareness campaigns
• Promote project visibility and learning
6.​Holistic Safeguarding:
• Responsible for raising awareness of the SOS CV safeguarding policies to protect children, young people adults and assets from all forms of abuse and exploitation.
• Ensure safeguarding policies and procedures are implemented across all project activities and partners.
• Promote safeguarding awareness and compliance
• Ensure safeguarding risk assessments and mitigation measures are in place
• Handle and report safeguarding concerns and incidents appropriately
• Ensure partner capacity strengthening on safeguarding is conducted

Qualifications and Experience

Qualifications and Technical Competencies

• Degree in community development, social and natural sciences/disciplines such as social work, sociology, development studies,
• Master’s in development studies, Business Administration, Strategic Management and Leadership Management is a definite advantage
• Minimum 5–7 years’ experience in project management, preferably in child protection or CiSS programming










Skills & Knowledge



• Demonstrated experience managing consortium or multi-partner projects

• Strong financial and grant management experience


• Proven experience in advocacy and stakeholder engagement

• Knowledge of accessibility and good knowledge-management skills
• Excellent written and oral communication skills
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) & Social Media Platforms
