Job Description

Background
JF Kapnek Trust is a registered private voluntary organization (PVO 1/86) which has partnered with government under the National Action Plan for Orphans and Vulnerable Children, from 2005 to date, in providing preventive and responsive child protection services to children with disabilities and their families with technical and financial support from UNICEF.
The Government of Zimbabwe, UNICEF and partners through the Child Protection Fund (CPF) program continue to put high on its agenda the Leave No One Behind tag in programming. This partnership is key in ensuring disability inclusive programming through contributing to policy level as well as capacity strengthening of government institutions mandated for disability coordination. Under this project, JF Kapnek Trust with support from UNICEF through the Child Protection Fund (CPF) has strategic activities that will lead to ongoing capacity strengthening of the newly formed Department of Disability Affairs (DDA) as well as other line ministries and departments, to coordinate disability related services.
In 2017, the Ministry of Public service labour and social welfare (MoPLSW) launched the national case Management system (NCMS) for the welfare and protection of children in Zimbabwe. Through working within the NCMS, a notable gap on information /guidelines on the process of ordering assistive devices was noticed among families, frontline workers, and other disability service organizations. In fact, evidence generated suggest that only 34% of CWD have access to assistive devices in Zimbabwe. The MoPLSW Strategic Plan stipulates two outcome areas for the DDA namely 1) improved quality of life for persons with disabilities and 2) strengthened systems and coordination of rights-based services for persons with disabilities.
In support of the two outcomes and to address the gap noted on provision of assistive devices, the JF Kapnek through financial and technical support from UNICEF intends to support the Department of Disability Affairs to develop standard national guidelines on acquiring assistive devices for children with disabilities. The guidelines are expected to increase efficiency in the process for accessing assistive devices and services for children with disabilities, which is also a key mandate of the Department of Disability Affairs.:

Duties and Responsibilities

Objective
The primary objective of this activity is to develop standard guidelines and referral handbook for the acquisition of assistive devices for children with disabilities.
Key Deliverables
At a minimum, key deliverables and services to include:
• Inception report including detailing methodology to be used, sample size and stakeholder engagement plan especially on Organizations for and of People with Disabilities (OPDs) and People with Disabilities (PWD) and the government departments
• Brief analysis of institutional arrangements on procurement of assistive data as well as available data on access to assistive devices particularly CWD
• Design and printing of handbook of referral pathways for acquiring assistive devices accompanied by Standard Operating Procedures
• Other communication products generated from the assignment

Qualifications and Experience

Qualifications of the required consultant
This assignment is to be done by a local consultant/firm with expertise in disability research, particularly legislation and policy within the context of Zimbabwe and inclusive development using rights-based approaches, safeguarding issues of children with and adults with disabilities, policy analysis and development.
Lead Consultant. Preferably PhD level with bias in disability research. He/She should possess strong experience in policy studies as well as excellent analytical and communication skills. He/she should possess at least five years of continuous experience in research and training on disability related work. A Demonstrated understanding of government policies particularly disability policy and the national case management for the welfare and protection of children will be an advantage.
Submission of proposal
Interested and qualified consultants to submit:
1. A detailed technical proposal detailing their interpretation of the ToR, proposed methodology including work schedule and proposed budget
2. A Capability statement detailing suitability to undertake this assignment including a sample of related work conducted on disability inclusion and advocacy
3. Copies of CVs of relevant people in this assignment with 2 references from the most recent assignments/employer
