Project Background
Mozambique and Zimbabwe have been experiencing an increased frequency, duration and intensity of natural disasters and extreme weather conditions that include landslides, floods, tropical cyclones, droughts and prolonged dry spells. This has had an impact on the livelihoods of the people in the two countries. In particular, the Sofala, Manica and Zambezia Provinces in Mozambique and Manicaland and Masvingo Provinces in Zimbabwe experienced devastating inundations and flash floods in March 2019, caused by tropical cyclone Idai which resulted in the loss of lives, displacement of thousands of people as well as the destruction of infrastructure and agricultural land.
In recognition of the increasing climate-related challenges, UNESCO in partnership with the Southern African Research and Documentation Centre (SARDC) is currently implementing a project, “A community focused flood Early Warning System for the Buzi-Pungwe and Save (BuPuSa) Transboundary River Basins”. The project seeks to reduce the vulnerability of communities in the BuPuSa Basins to floods, by providing an effective flood risk assessment, monitoring and early warning system, increased capacity and knowledge base, and inclusive communication strategy and action plans.
To ensure sustainability when the project comes to an end it is important that transferable skills are imparted to the technical stakeholders and the communities where the project is being implemented. It against this background that UNESCO seeks to engage a consultant to develop a training manual on flood monitoring and early warning technologies. Knowledge gaps in these two flood related fields were identified through a Capacity Needs Assessment conducted at the beginning of the project and for which a report was produced.

2. Scope of the Work
The Consortium will develop a gender-sensitive training manual on flood monitoring and flood early warning technologies. The training manual will build capacity of technical personnel and decision-makers from National Directorate for Water Resource Management (DNGRH), National Institute for Disaster Risk Management and Reduction (INGD) and National Institute of Meteorology (INAM) all in Mozambique, the Zimbabwe National Water Authority (ZINWA), the Department of Civil Protection (DCP) and the Meteorological Services Department (MSD) in Zimbabwe, in flood forecasting and early warning systems.
The manual should include:
• A summary of training needs analysis (informed by findings from the Capacity building needs assessment carried out).
• Practical sessions, containing training material for trainees (in MS Word), and presentations (PowerPoint).
• A list and short description of reference material.
Duties and Responsibilities
3. Deliverables
The Consortium shall deliver as follows:
• Contents of the training manual for approval from Mozambique and Zimbabwe relevant stakeholders ten days after signing the contract.
• Draft consolidated gender-sensitive training manual on flood monitoring technologies and flood early warning technologies in English and Portuguese applicable in the BuPuSa basins which should be ready in 30 days.
• Designing and finalization of training manual after final review and approval to be ready in 5 days.
4. Duration
The development of a training manual on flood monitoring technologies and flood early warning technologies is to be carried out over a period of 45 days, from 2 December 2022 to 13 February 2023.

Qualifications and Experience
REQUIRED QUALIFICATIONS
5. Education
The lead Consultant and team members must have the following qualifications;
• Advanced university degree (at least Master’s degree) in Disaster Risk Reduction & Management (DRRM) or environment, natural resources management, or any relevant field.
• Candidates with a PhD degree in a relevant field will have an added advantage.
• At least 10 years of experience working in disaster risk reduction and management (DRRM) with either Mozambique or Zimbabwe government, UN agencies, development partners, and non-governmental organizations (NGOs).
• At least 5 years of relevant experience in natural hazards, disasters, climate change, resilient infrastructure, and disaster risk management is required.
• Professional/technical skills in DRR trainings with cross-cutting issues such as gender , sociocultural, and socioeconomic aspects are required.
• Professional experience in the development of training manuals and the delivery of high-level trainings in the relevant field
• Excellent English communication and writing skills
• A knowledge of Portuguese will be an added advantage
• Excellent communication and interpersonal skills, experience working in a team
• Excellent command in designing and executing audience-focused trainings, workshops and seminars
