Job Description

1. Background and Introduction
Natural resource governance in Zimbabwe plays a critical role in national development, livelihoods, and environmental sustainability. However, governance frameworks and practices in the natural resource sector have historically been characterized by limited transparency, weak accountability mechanisms, and inadequate inclusion of women, youth, and marginalized communities. These gaps have contributed to unequal benefit-sharing, social injustice, and reduced community participation in decision-making processes.
Gender inequality remains a significant challenge in natural resource governance. Women and other marginalized groups often face structural barriers that limit their access to information, participation in governance processes, and influence over resource-related decisions. At the same time, limited understanding of transparency and accountability principles among stakeholders weakens oversight and public participation.
The training manual will serve as a capacity-building tool to promote rights-based, inclusive, and participatory governance approaches aligned with Zimbabwe’s constitutional provisions, regional and international frameworks, and best practices in natural resource management.
2. Objectives
The overall objective of this consultancy is to develop a comprehensive training manual that strengthens understanding and application of gender-responsive, transparent, and accountable natural resource governance in Zimbabwe.
Specific objectives are to:
a) Provide a clear conceptual and legal framework on gender inclusion, transparency, and accountability in natural resource governance.
b) Enhance stakeholders’ understanding of gender dynamics, power relations, and social justice issues within the natural resource sector.
c) Promote awareness of constitutional, regional, and international standards relevant to inclusive and accountable natural resource governance.
d) Support effective participation of communities, particularly women and marginalized groups, in decision-making and oversight mechanisms.

Duties and Responsibilities

3. Scope of Work
The consultant shall:
• Conduct a desk review of relevant laws, policies, strategies, and frameworks related to natural resource governance, gender equality, transparency, and accountability in Zimbabwe.
• Analyse gender and social inclusion challenges within the natural resource governance context.
• Develop a structured and user-friendly training manual suitable for capacity-building workshops.
• Integrate constitutional, regional, and international legal and policy standards relevant to the sector.
• Ensure the manual is practical, accessible, and adaptable for different stakeholder groups.
4. Deliverables
i. A detailed annotated outline of the training manual for review and approval.
ii. A draft training manual incorporating feedback from the commissioning organization.
iii. A final, polished training manual ready for printing and dissemination.
iv. Facilitator notes or guidance (if required) to support effective use of the manual.

5. Methodology
Desk review of relevant legislation, policies, academic literature, and project documents.
Application of participatory and adult-learning principles in the design of the manual.
Integration of practical examples and Zimbabwean case studies.
Consultations with relevant stakeholders and subject-matter experts, where necessary.
Iterative drafting and revision based on feedback to ensure clarity, relevance, and accuracy.

Qualifications and Experience

6. Required Expertise and Qualifications
- A qualified legal professional with a law degree (LLB or equivalent).
- Master’s Degree in Law.
- Demonstrated experience in mining law, and women’s rights.
- Proven track record of authorship of legal articles, reports, or publications.
- Familiarity with legislative processes and public policy debates related to women’s rights and mining law.
- Excellent analytical, writing, and communication skills in English.
