In 2023, the Government of Zimbabwe, through the Ministry of Mines and Mining Development (MMMD), introduced the Responsible Mining Audit (RMA) as a progressive measure to strengthen environmental stewardship, regulatory compliance, and socio-economic accountability within the mining sector. While this marked a significant milestone in enhancing governance in the sector, implementation has also revealed some areas that offer opportunities for refinement and alignment with emerging global best practices.
Specifically, the RMA could benefit from deeper integration with international sustainability frameworks and more tailored application to various mineral value chains, such as platinum, iron, lithium, gold, and chrome. Enhancing stakeholder participation, digitalisation, and responsiveness to sectoral diversity remains a strategic priority.
To further strengthen the RMA’s design, scope, and implementation framework, the MMMD seeks the services of a qualified consultancy team to conduct a comprehensive diagnostic review and co-create an enhanced RMA Framework that reflects international best practices, aligns with regional instruments, and supports Zimbabwe’s national development priorities
Objectives of the Assignment
The primary objective of this consultancy is to conduct a diagnostic analysis and review of the Responsible Mining Audit (RMA) for purposes of developing an RMA Framework for Zimbabwe for use in future audits. The framework must:
• Be informed by stakeholder views and perspectives
• Align with international sustainability benchmarks
• Be consistent with regional policy instruments
• Be sensitive to national priorities and investment needs of the country
• Cover all stages of the mine lifecycle and incorporate participatory audit mechanisms
• Integrate compliance tracking mechanisms for all categories of miners including Small-Scale Mining, Medium scale and large-scale mining operations
Scope of Work
The consultancy team will be expected to carry out the following tasks:
1. Diagnostic Analysis and Study

• Review current RMA tools, guidelines, audit reports and methodologies
• Identify gaps or weaknesses in the structure, design and implementation and reporting
• Compare Zimbabwe’s RMA with global, regional or best practice initiatives on responsible mining audit frameworks from different mineral value chains
• Assess stakeholder involvement and public access to information
• Assess compliance with local mining, labour, tax, environmental and immigration laws
2. Framework Development
Draft a comprehensive RMA Framework inclusive of:
Audit Design and Planning Tools
Lifecycle Compliance Assessment Modules
Stakeholder Engagement Protocols
Participatory Monitoring Guidelines
Digital Integration Interfaces for Real-Time Compliance Reporting
Criteria for Classifying Audit Outcomes
A system for reviewing progress on previously made recommendation

Required Expertise and Team Composition
• The consultant team must be led by a mining policy or legal expert, with the support of a multidisciplinary team.
• Team members should include:
A legal expert with knowledge of mining and environmental regulation
A sustainability or ESG expert with experience in mining standards, mining taxation, community participation,
A digital systems analyst (for monitoring framework design
