About
The Organization for Public Health Interventions and Development (OPHID) PVO 31/16 develops and implements innovative approaches and strategies to strengthen HIV Care and Treatment services in Zimbabwe, by providing enhanced access for communities to comprehensive HIV prevention, care and treatment. OPHID works with the Ministry of Health and Child Care (MOHCC) in implementing these interventions. OPHID is looking for suitably qualified and motivated individuals to fill the following post:

Position summary
The Digital Health & Program Management Systems Developer will develop, support, and maintain the TASQC Management Information System and other OPHID systems. The responsibilities include systems infrastructure design, analysis, development, integration, and maintenance. The systems to be developed include, but not limited to, OPHID DHIS2, DHIS2 Tracker, Custom ODK / Android based tools / apps for program data input, Custom ODK / Android tools/apps for field program operations (finance, HR, procurement) data input, client health-related self-care Apps, and other electronic applications to facilitate real time management and course correction of the TASQC program. Where applicable, the incumbent will adapt developed systems to other programs within OPHID or for commercialization in other organizations operating in a similar environment. The Digital Health and Program Management Systems Developer is expected to work in an interdisciplinary team environment within OPHID and other health professionals and development partners.

Duties and Responsibilities

Responsibilities
Perform systems analysis, design, development, and maintenance of OPHID’s DHIS2 mainframe and its related systems; Lead the transition from the current DHIS 2 version to newer versions as they come and ensure D2D configuration with MOHCC and other linked DHIS2; Design, build, test, and deliver mainframe applications for OPHID’s new field and central levels to meet internal, USAID`s, and other donors’ requirements for daily reporting; Develop routine performance dashboards, tables, graphs, and charts for all program indicators in DHIS2 to improve data use within program teams and management; Build and integrate with DHIS2 automated data analysis software and add-ons (such as WHO data analytics tool, PowerBI) to improve the availability of routine performance dashboards to program teams and management; Develop implementation fidelity dashboards in DHIS2 (as appropriate) in line with the TASQC strategies/activity matrix to assist managers in real time tracking of activities and timely course correction; Develop DHIS2-DATIM data import portal to support the transition from manual data entry to electronic file transfer during reporting periods to USAID; Develop DHIS2 data cleaning and validation tool to allow direct DHIS2 to DATIM transfer; Design, develop, test, and implement a comprehensive web-based database to store all interim data from program input ODK forms and conduct data cleaning before pushing the data to DHIS2; Design, develop, test, and implement a comprehensive web-based database to store all program data that cannot be pushed to DHIS2; Design, develop, test, and deliver, and support mainframe web-based and mobile applications (ODK based apps, other) for OPHID’s TASQC program to meet internal and USAID`s requirements for daily reporting, and other donors’ needs as appropriate; Design, develop, test, and deploy client selfcare mobile applications, and SMS notification systems to improve beneficiary education, communication, and knowledge about the program; Design, test, implement and support web-based and mobile applications (ODK-based apps, other) to improve operations management within the TASQC program; Work with HR, finance, grants and compliance, procurement, ICT, and other support departments to adapt relevant program apps to improve automation and program operations management; Develop routine custom dashboards, reports, charts, and tables for HR, finance, procurement etc, with data from web-based and mobile applications to aid data use and decision making; Design mobile-based input forms to the OPHID electronic finance and HR systems in liaison with the ICT Manager, to improve OPHID systems access for field teams in remote locations; Develop personnel performance management dashboards from program dashboards (implementation fidelity dashboards, routine indicator dashboards etc) as outlined in various job descriptions and integrate the same into OPHID’s HR performance management systems to improve evidence/data informed monthly, quarterly, and annual staff performance reviews; Develop user friendly SOPs, manuals, and guides for all users of the OPHID T-MIS; Conduct comprehensive training for new users and refresher training on all OPHID T-MIS as required; Advise and recommend to the MoHCC regarding DHIS2 and its related systems including linkages to HER; Plan software system upgrades and changes in configuration; Troubleshoot any challenges reported by users and debugging problems with the applications; Responding to any reported software problems to ensure uninterrupted availability to end users; Identify required programming needs and source the requisite external technical support from vendors; Automating OPHID`s operations based on requirements; Performing installation-specific customization tasks.

Qualifications and Experience

Qualifications and experience
A Bachelor’s Degree in Computer Science, Information Systems Management, or any other software engineering related degree; Master’s degree in data science, computer science, data analytics or data management related field is an added advantage; Programming experience in Java, Django / Python, Android; Verifiable portfolio of projects on Github, BitBucket or similar (link to profile required on application form); At least five years post qualification experience in software development; Minimum two years’ experience in DHIS 2 installation, setup, configuration, and maintenance; Minimum two years programming experience in data driven applications preferably in the Health Sector; Experience in systems integration, programming using API’s and XML; Experience in working with MS SQL Server; Experience in ODK tools (Collect & Central) installation, setup, and maintenance; Experience in integrating ODK Central using Web API (DHIS2, PowerBI, and other visualization tools); Experience in DHIS2 integration using Web API; Experience in building interactive and responsive charts and dashboards using FusionCharts or similar; Experience in working with and/or training users of Health Information Systems or Health projects supported by databases such as DHIS 2; Experience in systems documentation (developer and user guides etc).

Knowledge and skills
Knowledge of the design and use of Health Management Systems; Ability to learn new concepts and fields; Strong analytic abilities; Ability to develop contextually rich and visually compelling presentations to communicate complex concepts; Ability to work and interact in a multi-discipline team; Familiarity with monitoring and evaluation of data relating to the Health Sector; Design and delivery of user training on Health Information Systems to a variety of end users of varying levels of computer experience; Ability to document and communicate technical material to colleagues from a variety of backgrounds in a respectful and diplomatic manner.
