Job Description

Applications are invited from suitably qualified and experienced persons to fil the following Senior Managerial position which has arisen within Murewa Rural District Council.
DISTRICT PLANNING OFFICER (GRADE 10)
(Contract without Limit of Time)
The District Planning Officer will be Head of Department for the Spatial Planning Department and reporting to the Chief Executive Officer.

Duties and Responsibilities

Duties and Responsibilities
• To coordinate and manage the day-to-day functions of the Spatial Planning Department
• Preparation of the District Master Plan
• Planning and implementing all issues related to town planning as prescribed by the RTCP Act and any other legislation regarding communal and town planning matters.
• Production of layout plans and land use schemes for business centres, industrial, institutional, commercial and residentia purposes.
• Pegging and demarcation of land for public, industrial, institutional, commercial and residential purposes at designated areas.
Production of Annual Development Plan and Rolling Plan
Preparation and updating of all registers relating to change of use, plans, billboards, base stations among others.
Attending and responding to all Planning and related correspondence.
Carrying out relevant planning and inspections.
Plan appraisal and approval.
• Development Control
• Enforcement of planning statutes - laws, bylaws, resolutions, policies, directives, orders, instructions.
• Facilitating siting of schools, clinics, and other developments.
• Any other duties assigned by the Chief Executive Officer

Qualifications and Experience

Qualifications and Attributes
A Degree in Rural and Urban Planning or its equivalency
• A relevant post graduate qualification is an added advantage.
• Membership to a recognised Professional Body, the Zimbabwe Institute of Regional and Urban Planners.
• At least 3 years experience in a Local Authority, Local Government or similar/related environment
A Clean class 4 Driver's Licence
Police Clearance
• Citizen of Zimbabwe
• At least 30 years old and mature
