The National Competitiveness Commission (NCC) is a statutory body established in terms of the National Competitiveness Commission Act [Chapter 14:36]. The Commission operates under the Ministry of Industry and Commerce and is mandated to promote and enhance Zimbabwe’s national competitiveness by improving productivity, reducing the cost of doing business, reviewing business regulations, conducting research, fostering stakeholder dialogue, and recommending policy reforms that support sustainable economic growth.
In line with the implementation of the National Development Strategy 2 (NDS2) 2026–2030, which seeks to accelerate Zimbabwe’s transformation into an Upper Middle-Income Economy through improved productivity, industrialisation, investment promotion, innovation, private sector development, and an enhanced ease of doing business, the Commission invites applications from suitably qualified, experienced and visionary Zimbabwean citizens to fill the position of Executive Director.
Position Summary:
Reporting to the Board of Commissioners, the Executive Director is the Chief Executive Officer of the Commission responsible for providing strategic leadership, policy direction and overall management of the Secretariat. The incumbent will spearhead the implementation of the Commission’s mandate and ensure the delivery of programmes that improve Zimbabwe’s competitiveness at domestic, regional and global levels.
Key Responsibilities
The Executive Director shall:
Provide strategic leadership and direction in implementing the Commission’s mandate in accordance with the National Competitiveness Commission Act.
Advise the Board on competitiveness policies, strategies and institutional reforms.
Lead the development and implementation of the Commission’s Strategic Plan and Annual Performance Plans.
Coordinate national competitiveness initiatives in support of the National Development Strategy 2 and Vision 2030.
Oversee research on productivity, competitiveness, cost of doing business, regulatory reforms and ease of doing business.
Drive the production of the National Competitiveness Report and other flagship competitiveness publications.
Promote evidence-based policy recommendations to improve industrial productivity, exports, investment attraction and economic growth.
Build and strengthen strategic partnerships with Government Ministries, development partners, private sector organisations, academia, labour organisations and regional and international institutions.
Lead stakeholder engagement and public-private dialogue on competitiveness issues.
Ensure sound corporate governance, risk management, financial sustainability and compliance with all applicable legislation and public sector governance requirements.
Direct the preparation and implementation of the Commission’s annual budget and ensure prudent utilisation of public resources.
Oversee organisational performance management, human capital development and succession planning.
Represent the Commission nationally, regionally and internationally on competitiveness matters.
Ensure implementation of Integrated Results-Based Management (IRBM) principles and achievement of agreed institutional performance targets.

Contributing towards the attainment of Vision 2030.
Qualifications and Experience
Applicants must possess:
An Honours Degree in Economics, Business Administration, Public Policy, Commerce, Finance, Development Studies, Law or a related field.
A master’s degree in economics, Business Administration, Public Administration, Strategic Management or a related discipline.
A PhD will be an added advantage.
At least ten (10) years’ senior executive management experience, in the public or private sector.
Demonstrated experience in strategic leadership, economic policy formulation, institutional development and stakeholder engagement.
Thorough knowledge of Zimbabwe’s economic development agenda, competitiveness frameworks and public sector governance.
Knowledge of Integrated Results-Based Management (IRBM), corporate governance principles and public finance management.

Terms of Appointment
The position is on a performance-based contract, renewable subject to satisfactory performance and in accordance with applicable Government regulations.
