Reporting to the Regional Program Manager, The Field Services Coordinator plans, organizes, and coordinates service delivery of district level layered HIV/SRHR services in line with industry best practice and regulatory, donor and local guidelines.

Duties and Responsibilities

Your Contribution – Key Responsibilities
• Formulates detailed implementation plans for each district in their jurisdiction in liaison with the respective DHEs to guide service delivery, demand creation, training, quality assurance and logistics in line with MOHCC guidelines & donor expectations.
• Develops and tests appropriate district specific demand creation strategies across VMMC and layered DREAMS and KP workstreams with support from the Regional Demand Creation Specialist.
• In liaison with the Clinical Services Coordinator, develops joint district DREAMS workplans with other PEPFAR implementing partners.
• Reviews program outputs and expenditure at district level to explore cost efficiencies for optimising efficient service delivery enabling each district to meet its targets across all funded activities.
• Rationalises resource allocation to optimise service delivery across all service delivery points in the districts (Vehicles & commodities, part staff).
• Organises service delivery teams to meet all demand for HIV/SRHR services accelerating progress to targets and submits these service delivery plans to the Regional Program Manager monthly for approval together with the respective DHEs.
• Facilitates implementation of operational research protocols including their districts.
• Supervises service delivery teams managing their LOE and leave efficiently to achieve optimal productivity and healthy work-life balance in the teams.
• Coordinates demand creation and service delivery teams to achieve good balance between mobilisation and service provision.
• Holds regular staff meeting to review program performance, discuss program and human resource issues in the context of COVID-19.
• Mentors and coaches service delivery and support teams to ensure adherence to service excellence SOPs and guidelines.
• Generates and refreshes provider pool in districts of operation by continuously engaging the DHE to identify cadres for VMMC and other SRHR/HIV service provision and organizing relevant trainings.
• Facilitates processing of part timer and locum team contracts every year to establish funded relationships with providers from the public and private sectors.
• Tracks availability of service delivery teams and mobilises manpower to deliver VMMC and other biomedical prevention services through the MOHCC platform.
• Supervises the recruitment, mentorship, and technical assistance to IPC agents in the districts of operation
• Keeps track and reports the number of mobilisers available in their district(s).
• Compiles and shares monthly report on supervision and coaching visits, for all IPC Agents.
• Conducts probationary and annual performance evaluation for the demand creation footprint in their districts
• Monitors the delivery of key messages by IPC agents and other demand creation agents.
• Supervises the setting up and execution of all demand creation activities including mapping congregate settings for men, tracking, and reporting on the distribution and effectiveness of IPC materials to increase uptake of clinical services
• Organises the setting up of and execution of all demand creation activities at district level. Assists in the development and adherence to monthly plans by IPC agents.
• Identifies needs and follows up the implementation of CQI and IQA recommendations in the districts of operation in liaison with the Regional Quality Assurance Specialist.
• Facilitates active surveillance for Severe Adverse Events (VMMC) and adverse events (SRH) management and reporting in the districts of operation as per MoHCC and Donor guidelines.
• Leads Continuous Quality Improvement activities in response to findings from spot checks, IQAs, EQAS and DQAs
• Conducts training needs assessment for service providers, IPC Agents (VMMC, DREAMS, KP) and recommends appropriate training.
• Co-facilitates the training of IPC Agents, school health masters and other cadres involved in demand creation.
• Conducts fortnightly Supervision and Coaching visit for all VMMC officers and clinical teams in the district.
• Conducts weekly supervision and coaching visit for all VMMC officers in their district and ensures VMMC officers are doing the same for IPC agents.
• Assesses and evaluates service delivery within the clinical programs to ensure adherence to medical and ethical standards.
• Regularly conducts data entry checks for all data entered by staff in the districts for completeness and accuracy, providing feedback to the nurses in charge and DHE.
• Ensures continuous monitoring and improvement of infection control and prevention activities for all services.
• Facilitates quality exchange visits with other Field Service Coordinators to share best practices.
• Ensures that all COVID safety SOPs and guidelines relevant to field service delivery are adhered to and the attendant documentation is completed, filed, and reported.
• Facilitates preparedness of field services for internal and external quality assessments
• Develops budget for activities in the districts in line with the national budget and accounts for use of funds.
• Requests for and manages Innovation funds in line with the approved thresholds ensuring that all expenses are liquidated on time.
• Requests for funds for all provincial meetings and AE management and reconciles all funds requested.
• Tracks and supports adherence to program financial policy on funds being requested (correct amount, budget line, accounting code).
• Liaises with MOHCC managers and PSH’s evidence representatives to conduct routine and ad hoc spot checks and data quality audits visits in line with PSH data and service quality assurance protocols to verify existence and quality of reported outputs before accepting or raising invoices from MOHCC or other non-direct providers for payment.
• Facilitates accessibility of the field service to donor and prime visits for service and data quality audits.
• Verifies per diems, time sheets, and invoices and makes sure they match outputs and services provided.
• Facilitates timely submission of accurate verifiable financial documents to allow for efficient purchasing of VMMC outputs from MOHCC and other private providers.
• Follows up and tracks all payments to community cadres, updates recipients and the stakeholders timeously.
• Regularly assesses commodity stock levels with the district pharmacist and enforces proper stock management locating and selecting commodities for redistribution to other service points and districts before expiry.
• Timeously orders commodities from PSH & LSU to ensure smooth running of the program and avoid stock outs.
• Prepares service requisitions for scheduled and ad hoc vehicle maintenance and repairs, log reporting as per PSH Policy and regulations.
• Manages fuel for all vehicles in the district and tracks vehicle movements using Eazytrack to optimize service delivery, continuity, and responsiveness to AEs and other emergencies in the districts of operation.
• Supports VOs to guide districts to manage medical and non-medical stocks, and movable and non-movable assets. Ensures teams have adequate recording and reporting tools.
• Mentors service delivery and demand creation teams on proper use of data collection tools (client intake form, registers, tablets).
• Ensures IPC agents and data for other IPC agents is entered daily on DHIS2.
• Compiles and submits weekly and monthly update reports (program indicators, referrals, demand creation and training) to the Regional Program Manager /RDCS and DHE.
• Inputs verified data for the districts under their jurisdiction into the PSH DHS2 System within one week after the end of every month.
• Compiles and submits weekly and monthly update reports (AE, program indicators, demand creation and training) to the Regional Program Manager.
• Reviews and verifies districts data to inform decision making.
• Checks client intake forms and consent forms against registers for data validation (completeness and accuracy).
• Conducts data quality checks for all IPC and MC data in the MIS data base weekly.
• Monitors program progress through daily/weekly/monthly/quarterly reports, including Bahmni, and DHIS2 to ensure that the programs are on track to achieving donor and organisational targets.
• Conducts improvement activities based on findings of the data analysis.
• Measures performance based on donor and organisational quantitative indicators – and quality of service – sit-ins, client suggestion box, clinical and mortality meetings.
• Produces site support visit reports and initiate appropriate corrective action plans from teams after each visit.
• Analyses program results against targets to identify implementation challenges and suggests strategies to improve program performance.
• Maintains and enforces proper use of data collection tools (client intake form, referral, and linkage registers, HTS register).
• Monitors demand creation activities and analyse DHIS2 reports to track performance and provides inputs into the improvements for respective District.
• Anticipates program risks and how these can be mitigated.
• Safeguards and maintains all allocated PSH assets and reconciles all consumables.
• Performs checks on reconciliation statements sent to Head Office to ensure fraud prevention and detection.
• Facilitates external audits and develops management plans to address any identified weaknesses.
• Develops Area risk register and monitors implementation per agreed actions and timelines.
• Monitors and reports any safeguarding and sexual exploitation violations and in the district.

Qualifications and Experience

What Are We Looking For?
• Bachelor’s Degree in Health or Social Sciences
• Previous experience working with MoHCC at provincial level an added advantage
• 5 years program management experience at middle level management a must
• Clean class four driver’s license
