The HIV Prevention Specialist will be responsible for providing leadership in coordination, implementation, and monitoring of HIV pre-exposure prophylaxis (PrEP) delivery in the USG-funded PREVENT program ensuring fidelity, achievement of project objectives, and sustainability of project interventions. The position will provide technical assistance and operational support to the Ministry of Health and Child Care for the successful roll out of Lenacapavir, a highly effective PrEP option, ensuring that services meet quality standards and facilitating its integration into the national public health system, as part of combination HIV prevention in Zimbabwe.
Your Contribution – Key Responsibilities.
• Serve as the technical expert and provide support to the MOHCC for the design and implementation of comprehensive, high quality and integrated HIV prevention.
• Development of HIV prevention project work plans in line with donor, organizational and MOHCC priorities.
• Support the development of annual program budget aligned to yearly work plans and performance targets.
• Lead and support the development and review of project and MOHCC technical guidelines, training materials and M&E tools for HIV prevention with a focus on Lenacapavir roll out in line with industry best practice and current evidence base.
• Lead subnational HIV prevention teams to deliver project objectives, ensuring that the project is technically sound, evidence-based and is implemented according to scope, and budget.
• Ensure that service delivery is in line with both USG and MOHCC policies and priorities whilst ensuring quality of care in PSH programs.
• Plan new and innovative approaches to enhance and expand differentiated HIV prevention service delivery models.
• Support the MoHCC to identify operational and programmatic efficiencies to reduce the cost of PrEP service delivery to sustainable levels, including the demonstration, roll out and scale up of innovative service delivery models at primary care levels.
• Support the MoHCC subnational leadership in differentiated LEN PrEP delivery and facilitate the transition of programs to a more sustainable maintenance phase, integrating them with broader HIV biomedical prevention efforts.
• Advocate for sustainable health financing models for HIV prevention including LEN PrEP in Zimbabwe.
• Oversee LEN PrEP service delivery across all implementation geographies at sub national level.
• Coordinate with and provide technical oversight to PREVENT sub-awards to enhance program performance across all project implementation districts.
• Supports the development of district LEN PrEP implementation and quality assurance plans,
• Conduct regular and targeted technical supportive and supervision visits to project implementation sites as necessary to monitor progress in implementation, ensure fidelity and provide support.
• Review and identify capacity gaps in program implementation and provides technical leadership in the capacity building of service delivery teams and subawards through trainings, and mentoring
• Lead capacity building of implementation teams with the aim of enhancing HIV testing, and linkage to effective HIV prevention services, including Lenacapavir PrEP.
• Ensure adherence to and compliance with USG and MoHCC policies, guidelines and SOPs and appropriate use of data for decision making.
• Provide technical leadership and support in pharmacovigilance activities for LEN PrEP
• Review district reports, tracks progress and provide support to the district teams in the development and implementation of continuous quality improvement plans
• Support the Technical Director in the development of monthly management letters to subawards based on review of programmatic reports and field visits.
• Collaborate with the Evidence Team to develop and implement an effective M&E plan and performance frameworks to monitor effective LEN PrEP use.
• Collaborate with the Evidence team to ensure consistent generation of quality data on HIV biomedical prevention for timely decision-making and learning at all levels.
• Prepare monthly, quarterly, annual progress reports and other ad hoc project reports as required and ensure timely submission of high-quality reports.
• Support the Evidence Team in data quality audits (DQAs), and programmatic performance reviews
• Strengthen program staff capacity to generate, interpret and use routine evidence to strengthen programmatic decision-making.
• Collaborate with the Evidence team in the documentation and dissemination of lessons learnt, and best practices to inform the broader community of practice at national, regional and global fora
• Manage a team of District HIV Prevention Officers to ensure quality, timeliness, and efficiency of LEN PrEP service delivery for HIV prevention in the supported districts.
• Provide and document technical support to the District HIV Prevention Officers
• Conduct regular performance review and feedback for the District HIV Prevention Officers
• Organise and lead case presentations and clinical audits for continuous professional development in biomedical HIV prevention, care and treatment programming
• Represent PSH in technical, policy and advocacy meetings and other relevant fora including HIV prevention partnership forum meeting, PrEP technical working group
• Collaborate with the Provincial Medical Directorates and respective District Health Executives in supported geographies to ensure successful project implementation.
• Establish and maintain effective working relationships with all key stakeholders for project success
• A clinician with a medical degree and registered with the Medical and Dental Practitioners Council of Zimbabwe, with a valid practicing certificate
• Master’s degree in Public Health, Epidemiology, or related field.
• Minimum 5 years’ relevant program management experience leading HIV/AIDS programs in Zimbabwe,
• Demonstrated experience in PrEP programming and knowledge of national HIV prevention strategies
• Deep knowledge and experience working with MoHCC structures
• Experience with PEPFAR, Global Fund, or other donor funded HIV programming preferred.
• Excellent communication, analytical and interpersonal skills
• Proficiency in MS Office suite (Outlook, MS Word, PowerPoint, Excel)
• Clean class 4 driver’s licence and willingness to conduct frequent in-country travel.
