Terre Des Hommes Italia (TDH Italy), a child rights organisation seeks to hire a competent, qualified and
experienced Junior Programme Manager proficient with ITALIAN LANGUAGE to oversee the
programme “Food Security and Agroecological and Professional Training in Zimbabwe” (OZFN-25-018 /
AID 013244/04/1) in Manicaland Province co-funded by the Italian Agency for Development Cooperation
and Oak Foundation.
Job purpose
The Junior Programme Manager will be responsible for overseeing the “Food Security and Agroecological
and Professional Training in Zimbabwe” programme in line with TDH Italy’s goals and guidelines. S/He will
help to network with, and keep all Project Coordinators, Officers and the Country Representative
updated on all Project activities. The post holder will support in planning, organizing and supporting the
implementation of the project activities in close collaboration with TdH Italy Project management team.
Duties and Responsibilities
Programme Management
• Organise activity planning, define implementation methodologies and programme monitoring.
• Ensure consistency and complementarity between the OZFN-25-018 project and the AID
013244/04/ project in order to enhance their respective contributions within the integrated
programme.
• Responsible for coordination with the three sub-grantees of the OZFN-25-018 project,
ensuring that sub-grant agreements comply with donor rules and national regulations;
development and monitoring of work plans and operating budgets; conducting periodic
monitoring visits; reviewing financial and narrative reports; risk assessment.
• Supervise the Project Coordinator in coordinating with the partners of project AID
013244/04/1, convening and coordinating project steering committees and ensuring consistent
and harmonised project implementation.
• Coordinate and manage activities in order to achieve the programme's objectives and
expected results.
• Support the MEAL Coordinator in the programme indicator monitoring system according to
the defined monitoring plan.
• Submit all reports requested by the funders and TDH IT management in Zimbabwe within the
deadlines, providing regular updates on the results achieved, planned activities and problems
encountered. Draft periodic and final evaluation reports on the activities carried out, including
an analysis of strengths and weaknesses, lessons learned, as well as strategic and operational
proposals.
• Play a role in accompanying and supporting technical missions planned by the project or
requested for specific issues; collaborate in monitoring missions by the Country
Representative or headquarters and make the necessary information and documents available.
• With regard to project collaborators, ensure that they have drawn up weekly operational
plans and prepared monthly reports and related statements.
• Propose to the TDH IT Country Representative in Zimbabwe, agreeing on the content, any
requests for changes that must be approved by donors.
• Supervise the content of any promotional materials, requesting approval from TDH IT
Management in Zimbabwe and the donor.
• Collaborate with the DRC/HoF in managing the administrative aspects of the project, in
particular:
- Supervising the preparation of field financial reports relating to the project to be
submitted to the national Finance Team and reports to the donor.
- Identifying the economic and financial commitments necessary for the
implementation of the programme and preparing and regularly updating the
expenditure and remittance plan.
- Assisting in monitoring the compliance of administrative procedures with the
internal rules of TDH IT, the donor and local authorities.
• Ensure that all Terre des Hommes Italia Foundation policies regarding PSEA, child safeguarding
and protection, administrative management, anti-fraud, personnel management and security
are respected by all Foundation staff and partners under the SAFAZ programme, as well as
by suppliers and contractors involved in the Foundation's operations.
Coordination and representation with partners, funding bodies and local institutions
• Establish relationships with local institutions with a view to collaboration and support in
accordance with the operational agreements entered into and in line with TDH IT's strategy
in Zimbabwe.
• Represent the NGO to national and international public and private institutions, maintaining
regular contact with institutional representatives and coordinating project implementation
activities with other national and international organisations in the area.
• Support the Country Representative and Project Coordinators to ensure compliance with all
formalities required by the government for the conduct of activities in Manicaland Province.
• Regularly monitor funding opportunities through scanning and networking activities with
institutional and private donors, developing a resource mobilisation strategy for TDH that
identifies opportunities for diversification and potential consortium partnerships in line with
the organisation's main areas of intervention in Zimbabwe.
• Maintain relations with donors by contributing to the production of various communication
products and accompanying the donor during field visits.
Qualifications and Experience
• Education:
o Degree in Agronomy, Agriculture Economics, Development Studies obtained at least by
5 years
• Work Experience:
o At least 5 years’ direct experience in project/programme management of large-scale
projects within an NGO, international development, or humanitarian organization.
o Prior experience within the sectors of agroecology, rural development and infrastructures
o Excellent knowledge of Italian and English, both written and spoken
o Proven experience in managing AICS-funded projects with an RBM approach
o Excellent knowledge of the Office application package, with a particular focus on Excel
and Word
o Excellent organisational and human resource management skills
o Ability to adapt to difficult contexts
o Excellent ability to understand gender issues in complex environments;
o Adherence to the principles and values of the Terre des Hommes Italia Foundation.
• Other requirements
o A valid, full, and clean class 4 driving licence with a valid defensive driving certificate and
proven experience in driving 4x4 vehicles in off-road and rural terrains, especially in
project field locations would be a distinguished asset
o Willingness to travel to project sites across Zimbabwe.
