Key Populations Monitoring and Evaluation Officer - Harare- MOH *1, (Full Time)
Seconded to the Ministry of Health and Child Care and serving as a member of the Key Populations Technical Support Committee (KP TSC), the Monitoring and Evaluation (M&E) Officer oversees the development, standardization, and implementation of M&E systems for the National KP Program to help capture program performance across the private and public sectors in Zimbabwe.

Duties and Responsibilities

Your Contribution - Key Responsibilities.
• Facilitates and provides technical assistance to MOHCC and NAC on the development of a comprehensive KP M&E Framework including the Results Framework aligned to the National HIV M&E Framework.
• Supports the development and implementation of a national DHIS2 KP client referral tracking system with partners (services layering system) Supports MoHCC and NAC in the development, pretesting and finalization of M&E tools for the National KP Program, in liaison with KP program teams and national Information Systems (IS) departments.
• Coordinates the documentation of DHIS2 systems-related challenges and engages MIS team for trouble shooting.
• Supports MOHCC and NAC M&E personnel to develop M&E plan, standard operating procedures and data quality control protocols for the National KP Program.
• Supports the roll out of the KP M&E Framework, M&E Plan, data collection tools, Data Quality SOPs, DHIS2 database to provincial, district and site levels.
• Provides field support to ensure a good understanding and implementation of any newly designed or revised instructions or standard operating procedures on data collection, verification, and quality control.
• Strengthens integration of KP indicators into national M&E systems.


• Monitors program progress through weekly/monthly/quarterly reports based on quantitative and qualitative indicators to ensure Program is on track to achieve work plan targets, identifying challenges and strategies to improve performance.
• Participates in setting of KP targets in collaboration with National KP M&E and Programs staff.
• Maintains database of KP indicators targets disaggregated by partners involved in KP interventions.
• Coordinates with National KP Program M&E personnel to ensure timely and accurate entry of KP Program data into MoHCC and NAC DHIS2 systems by all KP programming organizations in Zimbabwe.
• Works with National KP M&E personnel to generate periodic consolidated National KP Program performance reports including services layering reports for effective tracking of progress
• Supports routine progress reviews with district lead partners, identifies bottlenecks and strategies for Program implementation.
• Reviews partners' quarterly progress reports and ensures timely circulation with NAC and MoHCC management, partners, and other key government line ministries.
• Liaises with site level M&E focal persons and site managers on monitoring issues on a regular basis
• Coordinates the development and roll out of KP D2As to provincial, district and site levels.
• Develops and promotes the use of cascades for effective Program quality monitoring.
• In collaboration with National KP M&E personnel, monitors utilization of D2As at national, district and implementation level for decision making for improved service delivery, project performance, efficiency and quality of programming.
• Performs in-depth and granular data analysis using sound M&E principles and methods to objectively measure progress towards programs targets.
• In collaboration with national M&E personnel, conducts quarterly rigorous and granular analyses of programs data to unearth project obstacles and opportunities, assess implementation fidelity, and make compelling visual data presentations using modern infographics such as Pikto charts, spatial maps, etc.
• Contributes to the development of annual data quality assessment (DQA) plans and tools.
• Conducts weekly data quality checks in KP MIS database in collaboration with National KP Program M&E personnel and provides feedback to relevant programs staff.
• Conducts periodic field level data quality assessments in collaboration with National KP Program M&E personnel.
• Provides timely feedback on DQA results to the National KP Program and partners.
• Monitors the implementation of data quality recommendations and provides regular feedback to relevant programs staff.
• Conducts any relevant environmental compliance monitoring of project activities with National KP Program staff and ensures timely delivery of feedback to field staff and partners on the results.
• Participates in conducting M&E skills assessments at national, provincial, district and site levels
• Assists National KP P M&E managers to develop and implement M&E training plans for Program staff at national, provincial, district and site levels.
• Provides support to sites to foster data use for decision making to improve the quality-of-service delivery.
• Participates in national M&E technical working groups.

Qualifications and Experience

What Are We Looking For?
Degree in Biostatistics, Social Sciences Public Health or other relevant field; M&E qualification from a recognized institution is an added advantage.
• Demonstrated computer skills and experience with SPSS and/or STATA, Access and spreadsheets.
• Practical experience using health-related management information systems, including DHIS2.
• At least 3 years' demonstrated experience with field monitoring of health projects in different districts in Zimbabwe.
• Good analytical skills with excellent attention to detail.
• Good command of written and spoken English, and excellent interpersonal and communication skills.
• Ability to work with people from diverse backgrounds.
• At least 2 years of clean class 4 drivers license and ability to travel long distances
• Demonstrated experience, knowledge and sensitivity working with KP individuals and communities
