Job Description

A local NGO is inviting suitably qualified and experienced, individuals to apply for the above-mentioned position. The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will be responsible for overall data collection, management and results reporting process. The successful candidate will be employed on a fixed-term contract for 12 months, after completing a satisfactory probation period. Contracts are usually renewed every year but dependent on satisfactory performance and availability of funding.
Background
The MEAL Specialist will be responsible for developing tools to support the Programs’ team in the designing, planning and monitoring of projects, leading in the development of MEAL plans and frameworks, workplans, managing the organizations MEAL and programmes database, compilation and analysis of programmes and project reports and ensure compliance with all funding requirements.

Duties and Responsibilities

• Develops and implements the project’s MEAL plan including developing performance indicators and tracking results.
• Supports performance monitoring, evaluation and learning activities, including developing performance data collection instruments, oversight of data collection and assistance with analysis and report writing, ensuring the integrity and completeness of project-level data and all technical documentation related to the monitoring of all measurable outcomes included in the project MEAL frameworks.
• Prepares consolidated high-quality project reports for internal and external audiences in collaboration with the project teams.
• Assists in preparing project proposals, reports and other relevant documents.
• Carries out periodic MEAL field visits to project sites and conducts internal data quality assessments with implementing partners for purposes of program improvement and ensuring the integrity and completeness of data.
• Supports collaborating, learning, and adapting efforts by compiling evidence highlighting areas of progress and those that need improvement.
• Facilitates periodic performance review sessions for purposes of knowledge sharing, learning and encouraging evidence use by transforming data to action.
• Provides MEAL related capacity building to team members and implementing partners.
• Cultivates and maintains positive contact between the organization and program partners, funders and other stakeholders.

Qualifications and Experience

Qualifications and Experience
• First degree in a directly related programme such as M&E/Statistics, Social Science or any other relevant field.
• Post Graduate qualification in M&E or an I.T related courses a distinct advantage.
• At least 5 years’ experience in M&E particularly in the NGO sector.
• Experience managing, overseeing, leading, or developing Monitoring and Evaluation systems; conducting, implementing, or managing evaluations.
• Experience with data analysis software such as Atlas.ti, SPSS and STATA
Competencies
• Good qualitative and quantitative data analysis skills
• Knowledge of institutional donor grants policies, procedures, project management, and reporting requirements. Experience with USAID grants would be an advantage.
• High level of proficiency in excel and power point.
• Fluent written and oral English language skills.
