Job Description

The Zimbabwe Country Office falls within Trócaire’s programme portfolio of countries where human rights and democratic space are contested. This is one of three thematic/country classifications that encompass Trocaire’s global programme.

The Zimbabwe country programme addresses the following themes:

(i) Defending Human Rights and Promoting Access to Justice

(ii) Climate and Environmental Justice

(iii) Supporting Women and Girls’ Protection, Voice, and Leadership, and,

(iv) Saving Lives and Protecting Human Dignity.

Trocaire’s rights-based approach, partnership model, commitment to localisation, accountability, and the triple nexus, underpin each programme area.

The Organisational Development Programme Officer (ODA) will be responsible for leading the delivery of Trócaire’s partnerships and localisation commitments outlined in the Trócaire's Global and Zimbabwe Country Strategic plans. The ODA will implement programming approaches related to Trócaire’s four priority OD areas: civil society capacity strengthening, increasing voice and influence of local actors in development and humanitarian structures, partnership approaches including accountability, and funding and resources for locally led action. In addition, the ODA will be the country office lead/focal point for humanitarian preparedness and response, supporting partners in humanitarian preparedness, capacity strengthening, advising on humanitarian standards, and representing Trócaire in national coordination mechanisms. In humanitarian emergencies, the ODA will lead and manage the response, including needs assessments and project delivery/partner coordination, and contribute to resource mobilisation and reporting on grants secured.

Reporting: The ODA reports to the Programme Manager.

Contract: This is a Fixed Term Contract of 2 years (with the possibility of extension) and is based in Harare with frequent travel to programme locations.

Duties and Responsibilities

Key Duties And Responsibilities

Capacity Strengthening and Organisational Development
Conduct organisational capacity assessments of local partners and support implementation of capacity strengthening plans, bearing in mind Trocaire and donor grant compliance requirements.
Lead quality and timely implementation of organisational development activities to strengthen the managerial, organisational, technical, and financial capacities of local partners to effectively undertake their work.
Lead and oversee quality training and mentoring to partners in human resource systems strengthening, management and leadership, and the strengthening organisational policies and systems.
Support partners to identify and implement strategies in other self-identified capacity strengthening areas for their growth, such as fundraising, communications and visibility, use of ICT, MEAL, and technical programming areas.
Conduct visits to partner offices and project sites to provide mentoring and support on organisational development, accountability, localisation actions and efficient use of resources.
Develop TORs, manage consultants, and strategically engage Trócaire’s technical advisors to ensure quality and timely delivery of capacity strengthening activities; including review of consultancy outputs such as reports and training manuals.
Working with the Programme Team, coordinate the integration of stakeholder accountability mechanisms within projects.
Working with the Trocaire Global Hub on Partnership & Localisation, identify and implement opportunities to advance the localisation agenda in Zimbabwe, including collaboration with and/or support to the Charter for Change Signatories and Endorsers in country.
Compile learning from the partner-led grant experiences and utilise this for strategic advocacy with donors.

Localisation, Strategy and Change
Facilitate thought-leadership, frame emerging external trends for Trócaire’s attention, and identify implications for its organisational model.
Bring in learning and represent Trócaire as required in INGO forum discussions related to changes in the sector, aid effectiveness, and other relevant topics, actively networking with peers on their organisational development and industry changes and integrating learning
Support overall Trócaire Zimbabwe strategy development and change processes.
Design approaches to advance Trócaire’s aspirations to create a more diverse network, including exploring new presence opportunities, affiliations, and other new forms of collaboration.
Build understanding and ownership from a wide range of diverse stakeholders on organisational change aspirations, including supporting teams across Trócaire to identify the implications for their work and ways to change.
Support Trócaire’s Country Management Team (CMT) to understand required changes, gaps, and opportunities, including briefing notes and presentations.
Encourage change leadership, adaptive behaviours, and Organisational Development capacity across the organisation.

Humanitarian Lead/Focal Point
Identify and support partners in humanitarian preparedness and response activities, particularly developing of emergency preparedness plans (EPPs) and Humanitarian PCAS.
Deliver partner humanitarian capacity strengthening on relevant technical areas (e.g., cash transfers, digital/use of social media, protection mainstreaming, needs assessments)
Stay up to date and advise the country office on international humanitarian standards and funding opportunities.
Represent Trócaire in national coordination mechanisms (e.g., START network) and advocate for the inclusion of local actors in these spaces.
Lead on humanitarian needs assessments and implementation of response projects in line with humanitarian quality and accountability standards.
Contribute to the mobilisation of humanitarian preparedness and response resources and reporting on grants secured.
Actively engage with the HQ humanitarian team for relevant technical support, input and visibility of the country programme preparedness and response work.

Other
Undertake other agreed tasks related to the above areas and Trócaire’s overall work in Zimbabwe as agreed with the Programme Manager and/or Country Director.

Qualifications and Experience

Requirements

Qualifications

Third level qualification in business, human resources, social sciences, development studies, humanitarian programming, agriculture, or related field of study.

Experience
Minimum of five years’ management experience working in development and/or humanitarian programmes.
At least three years’ experience of capacity strengthening of local civil society organisations. Knowledge of and practical experience in humanitarian programming would be an asset.
Experience of organisational development, including systems strengthening.
Experience working with civil society partners and good understanding of the partnership approach.
Training/capacity strengthening in a multi-cultural environment.

Skills
Excellent facilitation & capacity strengthening skills and experience of applying them when working with individual organisations or groups of organisations.
Proven strategic thinking and planning skills, including ability to think creatively, analyse and be innovative and set priorities, manage work plans, and evaluate progress.
Ability to work in a complex organisation & consortium structure.
Highly developed relationship, negotiation, and interpersonal skills.
Excellent written, oral, and presentational communications skills.
Computer literacy skills in Word, Excel, and internet/email.
