Job Description

Education Development Trust has been awarded the contract by FCDO to deliver the Teacher Professional Development (TPD) component of the Teacher Effectiveness and Equitable Access for All Children Programme (TEACH) in Zimbabwe. The main objective of the TPD programme is to improve the quality of teaching and learning outcomes in Zimbabwean schools, adhering to leave-no-child-behind principle. This is a £12 million programme which will run until October 2025 and will focus on improving teacher effectiveness in the classroom at national, district and local levels by building teacher networks, provide targeted in-service teacher training and support to pre-service teacher training. There will be improved, equitable access in primary and secondary schools with greater participation, retention and attainment of the poorest children, marginalised girls and children with disabilities. The programme will also contribute to wider reforms in the national education system, including inspections and assessment reform.

Job Purpose:
Implementing procurement and logistics activities in project by adherence to the organization’s procurement and logistics processes and procedures and donor guidelines.

Duties and Responsibilities

Job Objectives:

Procurement
• Identify potential vendors, develop specifications for the product, solicit bids, and with the procurement committee, prepare an analysis of the bids and a final recommendation
• Initiate, negotiate and monitor long term purchase agreements for goods and services, and ensure on time renewal
• Initiate, follow up and track procurement requests (PR) using the right procedures in compliance with Ed Dev Trust and donor guidelines.
• Prepare purchase orders, solicitation documents, tender documents and supplier contracts according to organizational policies, and donor’s regulations
• Preparation of monthly, quarterly/annual procurement plans & reports
• Convening of a Tender Committee as the Secretary to the tender Committee
• Facilitate the prequalification of suppliers and maintaining supplier database.
• Liaise with suppliers; maintain and build supplier relations, process invoices and ensure on Procurement and Administration/Logistics Officer October 2021time payment.
• Update programme procurement plans regularly in collaboration with the program officers
• Perform regular checks on supplier quality control and Periodic evaluation of suppliers’ performance.
• Develop proper filing and record keeping process for supply chain activities and ensure procurement audit trail is always available.
• Train and support project staff in procurement and logistics processes.
• Facilitate the bidding process, this includes but not limited to preparation and issuance of requests for quotation to bidders, evaluate bids in close consultation with concerned department and submit recommendations
• Support in development and review of procurement policies and procedures in the project
• Ensure implementation of the set procurement policy.
• Sensitizing current and potential suppliers on organization procurement policy.
• Ensure proper storage and transportation of goods to requested destinations.
• Support in tracking the equipment inventory including mobiles phones, organize regular equipment counts, and in consultation with other units, develop replacement plans and organize disposals in line with the organizations’ policies and procedures.

Logistics
• Support in the review and update of policies and guidelines for support functions of the logistics, procurement and fleet management
• Ensure all program vehicles are maintained in a roadworthy state and all legal requirements are in order
• Initiate payment of bills on time and ensure accuracy.
• Coordinate arrangements for meetings, visits, workshops and conferences
• Responsible for managing and maintaining appropriate and up to date filing system including the following where applicable; motor vehicle drivers log, track vehicles and monitor speeds, travel requests.
• Any other reasonable duty as may be assigned that is consistent with the nature of the job and the safe and effective operation of the organisation.

Qualifications and Experience

Person Specification:
Knowledge
Essential:
• A Higher National Diploma /Procurement, Logistics and Supply Chain Management, Business Administration or Business Management
Experience

Essential:
• At least 3 years’ experience working in office Procurement and logistics and in an NGO environment
• Demonstrated outstanding professional competence in procurement and logistic activities
• Knowledge of Global ERP system
• Experience establishing office systems and procedures
Skills
Essential:
• Knowledge in procurement and logistics procedures
• Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
