Job Description

Established in 1949, SOS Children's Villages International (CVI) is a dynamic, international social development organisation working globally to meet the needs and protect the interests and rights of children. Our programmes target children without and those who are at the risk of losing parental care as well as youths and caregivers. The strategy will directly relate to the Sustainable Development Goals (SDGs) in key areas such as poverty, inequality, education, health, social and child protection. The strategic goals will focus on more children having a loving home and an equal chance to succeed in life by strengthening the quality and outreach of our programmes.

SOS Children's Village in Zimbabwe is a registered Private Voluntary Organisation (PVO) registered in 1983. Our operational areas are Harare Metropolitan, Chitungwiza, Bindura Urban, Shamva, Seke, and Bulawayo Metropolitan.

Scope of Work

SOS Children’s Villages’ Zimbabwe (SOSCVZ) seeks to engage a consultant/organisation to facilitate the development of a strategy, strategic plan and a results framework. The scope of work will include;

Duties and Responsibilities

 An assessment of the context using the organisation’s reference documents and environment (policies, regional strategy, relationships with local and international stakeholders).
 Collection and packaging of external strategic information and data relevant to the process [e.g. information/data in the child care sector as it relates to the political, economic, social, technological, legal, humanitarian. contexts].
 Development of templates, tools and standards for the process whilst assuring quality of the inputs, overall process, and sub-processes.
 Designing and implementing effective collaborative processes (virtual, face to face, or a combination).
 Validation of the results and final documentation.

Objectives of the assignment

The consultant is expected to;
1. Facilitate the development of SOS Children’s Villages’ Strategy to ensure that the organisation fulfils its mandate.
2. Facilitate the translation of the Strategy into a 5 year MA Strategic Plan
3. Facilitate the development of a Results Based Framework
4. Prepare the foundation for strategic spin offs i.e. documents in other operational areas ( Information Technology (IT) Strategy, Operations Management, Marketing and Communications Strategy, Fundraising Strategy as needed).

The assignment is expected not to exceed 4 months and must follow an agreed implementation plan.

Qualifications and Experience

Eligible consultant/organisations must have

 A minimum of a Masters degree related to the task (e.g. Strategic Management, Child Protection M&E, Governance or related Social Sciences). PhD an added advantage.
 Skills or competences in Results Based Management, programme and project management.
 Demonstrated experience or other references of similar consultancy assignments and in depth knowledge of formulating strategy and concepts.
 Knowledge and understanding of SOS Children’s Villages’ context, in particular socio-cultural and policy context and child protection issues.
 Excellent management, interpersonal, planning and coordination skills.
 Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships
 Experience in designing and facilitating using a variety of approaches and tools with an emphasis on employing a collaborative thinking approach (minimum of 8 years)
 Ability to promote diversity and inclusion in dialogue
 Demonstrated experience in virtual facilitation and use of virtual tools

Interested consultants/firms should submit their applications by 19 May 2022, consisting of:
i) An application/cover letter with indication of applicant’s ability. The cover letter should not be longer than two pages
ii) A technical proposal for the assessment (methodology, proposed plan & facilitation tools)
iii) A financial proposal with an itemised budget in United States Dollars
iv) The CVs of the team leader and other key team members
v) Contact or references of 4 organisations that have recently engaged the consultant(s)/organisation to carry out a similar assignment.

 Cancel the bid if the quality and budget requested is deemed unacceptable.
 Contact any or all references supplied by the bidder(s).
 Request additional supporting or supplementary data (from the bidder(s).
 Arrange interviews with the bidder(s).
 Reject any or all proposals submitted.
 Accept any proposals in whole or in part.
 Negotiate with any one or more of the bid applicants who are found to be technically qualified and ranked among the top three/four-depending on the procurement committee decision.
 Contract any number of candidates as required to achieve the overall evaluation objectives.
