Engineering Consultancy for World Vision Zimbabwe Construction Costing Review.
World Vision Zimbabwe (WVZ) invites qualified and experienced consultants to submit proposals
for the provision of engineering consultancy services to assist in the review of the construction of
schools’ costings. To ensure technical accuracy and value-for-money budgeting, WVZ seeks a
consultant to provide expert support in interpreting technical drawings, preparing Bills of
Quantities (BoQs), and developing a cost-effective construction model.
Scope of Work Includes:
• Review and interpretation of architectural and engineering drawings.
• Preparation of detailed BoQs and cost estimates.
• Technical input in the review of the World Vision construction costing.
• Recommendations on construction standards, materials, and implementation models.
• Participation in review and validation meetings.
Duration:
• 10 working days
✅ Required Qualifications:
• Degree in Civil Engineering, Quantity Surveying, or Construction Management
• Minimum 7 years’ experience in construction costing and BoQ preparation
• Familiarity with Zimbabwean construction standards and market rates
• Experience with donor-funded infrastructure projects is an added advantage

Terms of Reference (ToR)
Consultant: Construction Costing and Technical Support for School Construction projects.
1. Background
As part of the education technical project, World Vision Zimbabwe (WVZ) is presently conducting
a review of the construction costing and technical support model for school constructions in the
operational area. World Vision Zimbabwe will furnish comprehensive technical drawings of
classroom blocks, laboratory blocks, and teacher houses, in addition to a scope of work that
necessitates expert review and interpretation, engineering alignment, and precise costing in
accordance with current market rates and construction development standards.
To ensure technical accuracy and competitive budgeting for World Vision development projects,
WVZ seeks the services of a qualified consultant with proven expertise in civil engineering, quantity
surveying, or construction management to support the technical interpretation and budget
development of the construction scope.
2. Purpose of the Consultancy
The purpose of this consultancy is to provide technical interpretation of the scope of works,
including review of engineering drawings, and to develop comprehensive and competitive budgets
for the construction project. The budgets should also feature World Vision Zimbabwe model of
implementation including personnel required. The consultant will also work with the WVZ
Education and Operations teams to align the construction costing with WVZ expectations and
value-for-money standards.
3. Objectives of the Consultancy
• To review and interpret the technical drawings and specifications provided by the WVZ.
• To develop accurate and detailed Bills of Quantities (BoQs) and cost estimates.
• To support the formulation of a realistic construction budget for our project’s constructions
catalogue.
• To advise on construction standards, material specifications, and labor costing relevant to
Zimbabwe’s education infrastructure context.
• To advise on cost effective model of implementation
• To contribute technical inputs World Vision Zimbabwe construction costing framework.
4. Scope of Work
The consultant will be expected to perform the following tasks:
1. Conduct a detailed technical review of the scope of works, architectural and engineering
drawings.
2. Engage with WVZ program and technical staff to clarify the expectations and strategic fit in the
construction costing.
3. Translate designs and specs into measurable construction components and activities.
4. Prepare detailed costings and BoQs using market-appropriate rates and in collaboration with
WVZ procurement team.
5. Validate proposed construction materials, quantities, and methods based on technical feasibility
and cost-effectiveness.
7. Participate in internal review meetings of the construction costing ..

5. Deliverables
• A comprehensive BoQ for each construction type as per the scope of works.
• Costed construction budget and financial summary.
• A brief technical interpretation report summarizing key design elements and any
assumptions made.
• Participation in one to two review and validation meetings with WVZ teams
• Provide expert recommendations on construction sequencing, logistical considerations,
and risk mitigation strategies.
• Cost effective construction model of implementation
6. Duration and Level of Effort
The consultancy is expected to last for 10 working days, with final deliverables due by 20 July 2025].
The consultant must be available to work closely with WVZ’s team (both remotely and physically
where necessary) during this period.
7. Reporting and Supervision
The consultant will report directly to the Education Technical Advisor, with additional technical
support and oversight from the WASH Technical Advisor and the Resource Development and
Donor Engagement team.
8. Required Qualifications and Experience
A degree in Civil Engineering, Quantity Surveying, Construction Management, or related field
Minimum 7 years of experience in construction costing and BoQ preparation, especially in school
or public infrastructure
Demonstrated knowledge of government of Zimbabwe construction standards and market cost
trends
Experience in supporting proposal development or donor-funded infrastructure projects is an
advantage
Strong analytical and communication skills
