1. Regional Program Manager - Harare I (Fulltime)
Job exists to oversee the development, implementation, quality assurance and evaluation of PSH's clinical services portfolio in support of the National HIV/AIDS response.

Duties and Responsibilities

Your Contribution - Key Responsibilities.
• Ensures that the region operates on the latest and up to date information in all health areas
• In collaboration with the technical teams, leads the roll out of new guidelines and procedure manuals
• Oversees program implementation within the region utilizing routine program data on an ongoing basis to inform program implementation
• Spearheads cost efficient service delivery and demand creation approaches to ensure achievement of targets with optimal costs
• Participates in program budgeting processes, preparing, and submitting, to HQ, regional inputs for review and consolidation
• Monitors expenditure and tracks budget using the activity status report (ASR) and other relevant tools and implements strategies to reduce program costs
• Reviews program resource requests against the budget and program objectives and requirements and effects approvals in line with set thresholds.
• Reconciles and reports regional program expenditures in line with PSH financial guidelines
• Implements recommended cost control measures to ensure that the program continues to be implemented efficiently.
• Ensures implementation of evidence based and structured CQI and IQA initiatives in the region in liaison with the Regional Quality Assurance Specialist
• Works closely with the MOHCC and Sub Awards to roll out new and revised program tools and interventions as required.
• Ensures COVID-19 safe service delivery through continuous monitoring and improvement of infection control activities across all clinical areas and service delivery points
• Actively monitors for adverse events, timeously and appropriately reporting and managing the same
• Works with the supply chain team in crafting and executing regional procurement plans to ensure that all goods and services are ordered, procured, and distributed in a timely manner to avoid disruption of planned activities
• Ensures demand creation and service delivery structures are set up, deployed, and resourced continuously across all interventions and service delivery points
• Works with the Evidence and Sub Awards to ensure accurate and efficient program data collection, data quality and management
• Routinely conducts data quality checks for all data generated by staff in the region for completeness and accuracy, providing feedback to implementation teams
• Reviews and consolidates Regional monthly, quarterly, annual, and other ad hoc reports as required.
• Represents PSH in appropriate technical working groups and fora organized by MOHCC, donors and other stakeholders in the region
• Develops the regional risk register and monitors implementation of agreed risk reduction and mitigation measures.
• Monitors proactively prevents and reports any safeguarding and sexual exploitation violations and in the region.

Qualifications and Experience

What Are We Looking For?
• Clinical degree in medicine or nursing sciences.
• Advanced health services management or other relevant post graduate qualification strongly desired.
• Familiarity with the Zimbabwe HIV epidemic, players in the response and the role of the MoHCC and NAC at its different levels.
• At least five years' experience, three of which should be at senior management level in program management of large teams.
• Program or project management experience with strong budget monitoring and tracking skills.
• Demonstrated ability to work effectively in partnership with a variety of audiences and organizations.
• Excellent writing, presentation, and interpersonal communication skills essential.
• Preference will be given to candidates with experience in service network management, knowledge of USAID regulations, and reporting requirements, and demonstrated—the ability to manage a diverse workforce.
