Job Description

Located in Nairobi, Kenya, the Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMC sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple ‘operational’ projects in Kenya, Uganda, Tanzania and several island states.

Background Information - Job-specific

Following the devastation caused to life, livelihoods and property by tropical storm Idai in March 2019, the World Bank and the African Development Bank allocated up to US$ 90 million to finance a recovery project for Zimbabwe. The World Bank-funded Zimbabwe Idai Recovery Project and the African Development Bank-funded Post-Cyclone Idai Recovery Project are working to address the early and mid-term recovery needs in multiple sectors (livelihoods, health, education, agriculture) in the worst affected districts of Manicaland Province. UNOPS has been requested to establish multiple projects in Zimbabwe to assist with the recovery of the selected areas in Zimbabwe that were most affected by the storm.

The position will be based in Chipinge, Manicaland, Zimbabwe and will support all activities in both Chipinge and Chimanimani. The position will be under the direct supervision of the Deputy Project Manager and work closely with the PIU M&E Specialist.

Duties and Responsibilities

Work with projects to establish a reporting schedule, and ensure its regularly updated, monitored, and compliance ensured for all projects and units under the hub.

Ensure all internal and external reports for the ZIRP - CI and PCIREP projects are completed and submitted on time as per the reporting schedules and templates. This includes:

The completion of monthly, quarterly, and bi-annual reports for the ZIRP-CI Project in the Management Information System.

The submission of monthly and quarterly reports to the donor for PCIREP as per the agreed template.

Ensuring all external reports are reviewed by the Project Management Office in KEMC before submission

Coordinating responses to the feedback and questions received from the donors after reports are submitted

Provide communications and administrative support to projects in preparation of formal Project Board meetings, including helping project personnel in production of effective PowerPoint presentations as requested.

Provide content quality assurance, thorough editing, and data verification of all information products produced under the two projects.

Facilitate development of information flow and file maintenance procedures to achieve maximum clarity and efficiently in information access and use among all eligible stakeholders.

Manage and monitor the content and quality of all data collected from UNOPS Collect on HSSE and coordinate with field teams.

In close collaboration with internal stakeholders, ensure effective follow up on project logical frameworks (or equivalent information thereof) and make sure these are used as the basis for objective and effective reporting to clients and donors.

In coordination with internal stakeholders, provide analytical and administrative support by contributing to building effective relationships with clients and donors on a continuous basis, attending meetings, drafting minutes, contributing to new project proposals with compilation of relevant lessons learnt, interfaces with other engagements (operational, legal or other), and analysis of relevant information.

Assist project and relevant programmatic personnel in drafting communication strategies and plans when required.

Coordinate with the communications officer and relevant internal stakeholders to assure proper visibility of projects in the media, through print and electronic publications, videos, and other means of communications to enhance hub’s public profile and effectively communicate project achievements.

For project closure purposes, work in close coordination with the programme personnel to ensure comprehensive closure reporting is completed throughout the closure process.

Identify and anticipate in a timely manner any potential issues which may impact adversely organization’s reputation as a service provider of choice, and alert relevant personnel to ensure mitigation.

Contribute to stakeholder mapping and analysis and to the development and maintenance of stakeholder profiles for all hub engagements in close coordination with the Deputy project manager and programmatic personnel ensuring synergies and alignment.

Contribute to programme’s risks and issues register and lessons log, on the matters of reporting, communication and stakeholder engagement.

In collaboration with programmatic personnel, contribute to the development of management information systems, project problem tree analysis, capturing interdependencies among projects, tracking related benefits and indicators.

Conduct project site visits as needed.

Qualifications and Experience

Education:
Bachelor’s Degree in International Development, Social Studies, Public Affairs (Policy or Administration), Law, International Business Administration or related subject(s) in combination with an additional 2 years' relevant experience is required;
An advanced university degree (Master’s) in International Development, Social Studies, Public Policy, Public Administration, Law, Business Administration or similar may be accepted but not a requirement.
Experience:
Minimum 2 years of experience in extensive research, reporting and editing is required;

Experience in donor relations, project management, public outreach and communications is desired;

Field experience and demonstrated ability to analyse and draft reports on multi-disciplinary projects/programs/operations or environments and development setting is an added advantage;

Proven ability to demonstrate success in dealing with diverse groups of stakeholders is desired;

Proven ability to deal with ambiguity, conflicting priorities and substantial workload is desired;

Prior working experience with UN is an advantage;

Demonstrated experience in working on multiple and/or complex assignments and managing conflicting work schedules would be an advantage;

Certification in PRINCE 2 Foundation will be an asset.

Languages:
Fluency in English is required
