About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for a Senior Administrative Officer for an anticipated USAID / PEPFAR supported five-year project in Zimbabwe. Recruitment is contingent upon successful award of the project.
Basic function
Under the guidance and supervision of the Director Finance and Operations, the Senior Administrative Officer will ensure the smooth operation of the organization’s facilities, procurement, inventory, fleet and travel management by developing, implementing and evaluating maintenance and improvement programs as they relate to the continuous operation of the organization’s admin platforms. He/she will be responsible for effective utilization of organizational resources.

Duties and Responsibilities

Job description
Plan, organize and oversee the multi-functional provisions of procurement, logistical and administrative support to ZHI. With the Director, develop new or improved procedures to maintain economy and efficiency of ZHI’s operations. Drive continuous improvement in all aspects of the administrative and procurement functions. Implement sourcing strategies to support corporate and field objectives, providing ZHI competitive advantage in the areas of materials, supplies, and services. Responsible for the staff that oversee the upkeep, rehabilitation and maintenance of the entire ZHI facility, including the physical building structure, all mechanical, electrical, and related equipment in accordance with energy conservation and preventive maintenance programs. Develop and ensure the implementation of programs that will provide efficient usage of the organization’s fleet and facilities. In liaison with the Fleet and Logistics Officer; maintain programs that will provide efficient usage of the organization’s fleet. In liaison with Fleet and Logistics Officer, maintain ZHI’s fleet administration standards and vehicle operating policies and procedures. Develop fleet administration standards and vehicle operating policies and procedures. Prepare and present periodic management reports on operating costs with regards to procurement, facilities maintenance, travels, fleet management and related office utilities. Direct fleet-related risk management trainings, such as safety and accident prevention programs and act as a liaison for the office general security/emergency procedures in consultation with other similar international NGOs and other relevant security agencies. Develop a system that will allow periodic assessment of the physical structures of ZHI and prepare assessment report for Management. Assign and verify completion of all repairs, replacement, renovation projects of ZHI facilities and equipment and ensure quality of work. Ensure the maintenance and tracking of inventory/stock of all Office equipment, expatriate household equipment, Furniture and Fittings, and coordination of field offices inventory records, request replacements or new supplies. Act as a liaison for the office general security/emergency procedures in consultation with other similar international NGOs and other relevant security agencies. Make periodic visits to field offices, and from time to time, to its partners or implementing agencies, to provide administrative and procurement support, advise and build the capacity of partners. Supervision of Administration team (Administrative Assistants and Administrative Officer). Perform other relevant duties as assigned.

Qualifications and Experience

Knowledge, skills and abilities
Demonstrated ability working on complex activities simultaneously. Ability to supervise, maintain confidentiality and use sound judgment on sensitive matters. Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities. Ability to develop effective work plans and priorities in order to meet business objectives. Demonstrated expertise in building effective relationships with key internal customers and other key stakeholders. Demonstrated expertise in negotiation, conflict resolution and stakeholder management. Ability to research and evaluate technical proposals and make appropriate recommendations. Technical understanding of office equipment and building construction and maintenance. Good analytical, numerical and problem-solving skills. Ability to adapt easily to changing needs and patterns of work. Good report writing and documentation skills. Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint. Ability to identify and resolve problems in a timely manner. Ability to manage tight deadlines and deliver high volumes of work with minimal or no supervision. Ability to travel on a regular basis (up to 40%).

Qualifications and experience

BS/BA in Business Administration, Accounting, Finance or related field and a minimum of 5 years relevant experience in operations, procurement, maintenance, and/or administration of facilities/fleet management Or Completed ACCA, CIMA, ICSA, SAA, IAC, HND or any other relevant with 5 years’ experience Or MS/MA in Business Administration, Accounting, Finance or related field and a minimum of 3 years relevant experience with at least 2 years of supervisory experience in operations, procurement, maintenance, and/or administration of facilities/fleet management. Familiarity with donor-funded procurement rules and regulations (particularly experience with USAID procurement regulations) is required. Other relevant professional/management certifications.
