Background
Zim-TTECH is seeking highly qualified and experienced applicants to be considered for the position of Strategic Information Coordinator for the anticipated DREAMS program. Zim-TTECH's activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; prevention, care, and treatment of infectious diseases.

Position Summary
The Strategic Information & Evaluation Coordinator will provide support for strategic information and evaluation to the DREAMS districts and teams. The position is responsible and accountable for improving the quality of data generated by the districts, facility, and community service delivery platforms in the DREAMS, as well as ensuring that data are accurately entered and reported timely onto the DREAMS DHIS2 database and Zim-TTECH, and DATIM as required.

Duties and Responsibilities

Responsibilities
• The SIE Coordinator will be responsible and oversees the primary pack interventions (In-school and Out-of-school), clinical services (Contraceptive mix, GBV clinical response, STI management, HIV self-testing, HIV, and PrEP), referrals and linkages, data quality Assurance & audits, monitoring implementation of AYFHS, MER and non-MER custom Reporting, building sustainable partnerships and institutional capacity and training and capacity building of SIE and Program staff.
• Work closely with district SIE and provide planning, technical advice, and support to the Zim-TTECH DREAMS programme in strengthening M&E and data systems, monitoring program results against targets.
• Work closely with the SIE Manager to support the design, development, and implementation of Zim-TTECH’s M&E plan incorporating timely, accurate, and complete project performance tracking.
• Assists in the development and management of Zim-TTECH work-plan, implementation and oversee the delegation of work and development of associated SOPs.
• Work collaboratively with DREAMS SIE Manager to provide the statistical analysis and/or interpretation of results, data and information for program and policy development using the DREAMS DHIS2
• Work collaboratively with the district teams to compile and consolidate high quality weekly, monthly and quarterly reports on program activities in the province.
• Support and supervise the collection and reporting of clinical outcome data & MER indicators on program interventions on regular basis as required by program management.
• Participate in the writing of weekly, monthly, quarterly, and annual DREAMS reports as per donor requirements.
• Analyse project and other relevant data to provide strategic guidance to the Zim-TTECH r Management Team and inform project management decision-making, and to routinely share findings with project staff and other key stakeholders.
• Support Zim-TTECH’s implementation science, and policy briefs to assess the impact of program activities and ensure robust and innovative dissemination of research and evaluation activity results.
• Oversee and support reassessment risk profiling and reenrolment of AGYW at 6 months and or 12 months.
• Maintain quality data that responds to the demands of the donor and the Zim-TTECH’s strategic outlook.
• Provide support and ensure data quality assessments and audits are carried out periodically and practices are put in place to improve data quality.
• Supports and mentors ZIM-TTECH cadres in the collection and reporting of non-clinical & clinical process and MER outcome data in the CommCare mobile application.
• Provides on-site coaching and level II user support for CommCare and Power BI, according to help desk procedures.
• Ensures that all mobile devices at the facilities are well maintained, properly managed and in good working condition, and escalates any issues they fail to resolve at facility level.
• Provides Level 2 helpdesk support to DSIEO, DREAMS Team Leads, SIE Assistants, Cluster Data Collation Clerks, and DREAMS Ambassadors according to helpdesk SOP.
• Perform data quality checks on all data entered in the DREAMS database (completeness, outlier analysis, validation rule analysis etc.), and correct all errors or obtain comments from programs for entry into databases justifying any data discrepancies and variances.
• Support training and mentor staff in various aspects of M&E and research, and assist them with using M&E systems, including data use and quality assurance.
• Conduct supportive supervisory visits to beneficiaries to observe, monitor and provide guidance and quality feedback on the use of data and indicators.
• Collaborate with SIE Manager and Senior Program Manager SIE to provide leadership and technical oversight in the design and implementation of data collection exercises (e.g., evaluations).
• Provide finance and administrative support to the district teams i.e., approval of travel requests, clock-sheets, timesheets, leave applications & management.
• Provide evidence-based guidance to program staff at (1) the central level, (2) provincial level and (3) all district levels on program performance based on data analysis.
• in Technical Working Groups for the DREAMS program, as well as national, provincial and district review meetings as required.

Qualifications and Experience

Qualifications, Skills, and Experience
• Degree in Biostatistics, Epidemiology, Public Health, or related field is requirement.
• Master’s Degree in Biostatistics, Epidemiology, Public Health, or related field is required.
• Minimum of 5 years working experience in health-related projects with increasing responsibility in senior leadership and management positions. Proficiency in at least one statistical software package e.g., STATA, SAS or SPSS is a must.
• Thorough knowledge of statistics and demonstrated ability to supervise and/or manage data collection activities and implementing quality assurance exercises.
• Strong quantitative data analysis skills, including study design and applying appropriate research methods and implementing studies according to protocols.
• Excellent report writing, presentation, interpersonal communication skills and demonstrated ability to work independently as well as collaboratively.
• Experience with working with the DREAMS DHIS2 system is desirable.
• Advanced skills in MS Excel, including pivot-tables, formatting, statistical functions, and formulas.
• Experience managing and supervising teams engaged in data collection and analysis activities.
• Strong quantitative data analysis skills, including study design and applying appropriate research methods and implementing studies according to protocols.
• Strong quantitative data analysis skills, including conducting data cleaning, verification, and trend-analyses.
• Experience designing monitoring and evaluation frameworks, including functional setting up and managing electronic health information system.
• Ability to lead on project data management; Ability to analyze figures, trends, variances with ease.
