Job Description

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. (ZHI) is seeking applications for a Strategic Information Evaluation (SIE) Officer position for an anticipated UNICEF - SAFE project in Zimbabwe.

The Strengthening and Advocating with Families to Eliminate SGBV (SAFE) project will deliver critical child protection interventions intended on ensuring that children, adolescents, and young people including those with disabilities are better protected from violence, abuse, and exploitation. The SAFE project will strengthen the capacity of SGBV service providers to provide quality GBV services for children, adolescents, and women as well as strengthening reinforcement of positive societal attitudes for the prevention of violence and harmful practices in 4 districts namely Tredgold, Bulilima, Mangwe and Beitbridge.

Basic Function
The Strategic Information Evaluation Officer reports to the Project Manager and works closely with the SIE department to manage SGBV project data at district and national level. S/he ensures credible, organized, and secure electronic and paper-based data management systems at all levels. He/she participates in research, monitoring and evaluation activities/assignments for the SGBV Project, focusing on design of data collection tools, data collection, cleaning and verification and analysis of data.

Duties and Responsibilities

Job Description
Provides strong technical support to regional and district SIE Officers in monitoring SGBV project output indicators; Supports development and implementation of M and E frameworks, budgets, performance monitoring plans and data collection tools ensuring that they alignment to project M and E frameworks, especially log-frames, PMPs and guidelines; Leads the development/updating of Data Management Guidelines/SOPs for all program areas; Supports the District SIE Officers and implementing partners’ staff to ensure that M and E data is collected and utilized timeously; Assists in various capacity strengthening activities and overseeing trainings of staff or partners on monitoring and evaluation as necessary; Review weekly project performance and providing feedback to the technical team with the guidance of MEL Advisor; Supports documentation of monthly data entry and cleaning status for their regions; Participates in planning and execution of program review meetings; Participates in district level internal project assessments such as risk assessments, profiling of project beneficiaries, sentinel site assessments and internal mid-term reviews (This includes development of data collection tools, data collection, verification, capturing and analysis); Collect progress data from all sections and compile it in a standard format and produce all quarterly and annual progress reports; Provide technical support to project staff in conducting research and impact studies, surveys, and evaluation of the project activities; Identify and arrange training courses and develop inputs for monitoring and evaluation staff; Maintains up to date database.

Qualifications and Experience

Knowledge, Skills And Abilities
Ability to lead on project data management; Ability to analyze figures, trends, variances with ease.
Excellent data validation skills; Attention to detail; Ability to communicate information clearly verbally and in writing to different audiences; Ability to design innovative and creative ways to present data and information proactive; Innovative and proactive; Shows initiative in learning and self-development; Executes work effectively and efficiently; Able to work with large amounts of data.

Qualifications And Experience
A Degree in Statistics, Demography, Epidemiology, Public Health or related field; Minimum of 2 years hands on experience in monitoring and evaluation; Extensive knowledge of measurement and evaluation issues associated with SRH Programs; Strong research experience with demonstrated ability in the use of quantitative and qualitative methods; Field experience conducting evaluation activities (e.g., planning, joint design with stakeholders, data collection, enumerator training, data analysis and interpretation); Excellent report writing skills and advanced computer skills in spread sheets and graphics presentations, including knowledge of software packages such as SPSS/STATA/SAS, Excel, Access; Conversant with web-based database development and data management; Experience in use of mobile phones in monitoring; Significant experience in capacity building of staff/partners in M and E; Must have own laptop.
