The organisation seeks to embed True Cost Recovery (TCR) across funding negotiations and project budgeting to ensure full coverage of direct and indirect costs, safeguard core capacity, and support longterm sustainability.
Objectives
To produce a practical, organisationwide TCR framework to be used by the organisation,
To train key staff on implementation of the TCR framework
To identify sources of funding for organisations future sustainability
Scope of Work
• Review and strengthen the existing TCR policy
• Develop a TCR framework to be used in budgeting
• Develop a quickreference guide on how to defend overheads with donors.
• Train staff on TCR and implementation of the TCR framework
Deliverables
• Revised TCR policy
• TCR framework
• Negotiation toolkit
• Copy of Training material used
Duration and Timeline
• The assignment will run for a total of 30 working days
• Qualifications and Experience
The consultant or team should possess the following:
• Proven experience in financial management and systems
• Knowledge of requirements for diverse funding organisations.
• Familiarity with civil society operations, NGOs.
• Strong facilitation, analysis, and reporting skills.
Competencies:
• Prior experience or track record working with private voluntary organisations
• Fluency in English, both verbal and written, is required

• The consultant will report to the Finance Manager
