Consultancy: Development of Zimbabwe Project Trust(ZimPro)'s Strategic Plan (2027 – 2030)

1. Background
Zimbabwe Project Trust (ZimPro) is a registered non-governmental organization dedicated to contributing to poverty reduction through sustainable community-based development initiatives. ZimPro implements both humanitarian and development programmes as well as social enterprise initiatives aimed at enhancing organizational sustainability and reducing donor dependency. The organization owns strategic assets and manages two business units: Trust Academy—an education and training institution and Adelaide Acres Vocational Training Centre—a vocational and technical skills development centre.

As the current Strategic Plan (2022–2026) comes to an end, the organization seeks to develop a new 5-year Strategic Plan that will provide strategic direction, enhance organizational effectiveness, strengthen sustainability, and position the organization to respond to emerging development and humanitarian challenges and opportunities while integrating programming, organizational sustainability, social enterprise growth, asset utilization, and resource mobilization.

To support this process, ZimPro seeks to engage an experienced Strategic Planning Consultant to facilitate a participatory strategic planning process and to develop a five-year Strategic Plan (2027–2031).

2. Purpose of the Consultancy
The purpose of the consultancy is to lead and facilitate the development of a comprehensive, evidence-based, and results-oriented Strategic Plan that will guide ZimPro's operations and growth over the next five years.
The consultant will support the organization to assess its current position, identify strategic priorities, and develop a practical implementation framework that aligns with its vision, mission, values, and the changing development environment.

3. Objectives of the Consultancy
The consultant shall:
a. Review and assess the implementation of the current Strategic Plan.
b. Conduct an organizational capacity and environmental assessment.
c. Facilitate stakeholder consultations and strategic planning workshops.
d. Review and refine the organization's vision, mission, values, and strategic focus areas.
e. Develop strategic priority themes, goals, objectives, outcomes, and key performance indicators.
f. Identify opportunities to maximize returns from organizational assets and to integrate resource mobilization and enterprise development into the Strategic Plan.
g. Recommend governance and management structures that support both NGO and social enterprise functions.
h. Develop an implementation, monitoring, evaluation, and learning framework.
i. Produce a final Strategic Plan and an implementation roadmap.

4. Scope of Work
The consultant will undertake the following activities:
4.1 Inception Phase
a. Hold inception meetings with the Board of Trustees, Executive Director, management, and designated focal persons.
b. Review relevant organizational documents, including the current Strategic Plan, annual reports, financial reports and audits, programme reports, resource mobilization plans, and governance documents

Duties and Responsibilities

4.2 Organizational and Environmental Assessment
Conduct a comprehensive assessment covering:
A) Internal
● Governance and leadership effectiveness
● Organizational structure and systems
● Human resources capacity
● Financial management and sustainability
● Programme effectiveness and impact
● Monitoring, Evaluation, Accountability, and Learning (MEAL) systems
● Resource mobilization capacity
● Partnerships and networking
B) External Assessment
● Political environment
● Economic and social trends
● Technological developments
● Legal and regulatory framework
● Environmental and climate-related issues
The assessment should include: SWOT, PESTLE, stakeholder analysis, and risk analysis.
4.3 Stakeholder Consultations
Engage key stakeholders through interviews and surveys
4.4 Strategic Planning Workshop
Facilitate a strategic planning workshop involving Board members, management, and staff to:
● Review organizational identity (vision, mission, values)
● Validate assessment findings
● Identify strategic priorities
● Develop strategic themes, goals, objectives, and outcomes
● Define organizational success measures
● Identify strategic risks and mitigation measures
4.5 Development of Strategic Plan
Prepare a draft Strategic Plan containing:
● Executive Summary
● Organizational Profile
● Situational Analysis
● Strategic Framework
● Strategic Goals and Objectives
● Theory of Change
● Results Framework
● Resource Mobilization Strategy
● Risk Management Framework
● Monitoring, Evaluation, and Learning Framework
● Implementation Plan and Budget Framework
4.6 Validation and Finalization
● Present the draft Strategic Plan to management and the Board.
● Facilitate validation meetings.
● Incorporate comments and recommendations.
● Submit the final approved Strategic Plan.

5. Deliverables
The consultant shall submit the following deliverables:
● Inception Report and Work Plan
● Organizational Assessment Report
● Stakeholder Consultation Report
● Strategic Planning Workshop Report
● Draft Strategic Plan
● Validation Workshop Presentation
● Final Strategic Plan
● Strategic Plan Implementation Matrix
● Monitoring and Evaluation Framework

6. Methodology
The consultant is expected to apply a participatory and inclusive approach.

7. Duration of the Consultancy
The consultancy is expected to be completed over a period of 8 weeks from the date of contract signing.

8. Reporting and Coordination
The consultant will report directly to the Acting Executive Director and work closely with a Strategic Planning Steering Committee appointed by the Board.
The Steering Committee shall provide guidance, facilitate access to stakeholders, and review deliverables.

Qualifications and Experience

9. Required Qualifications and Experience
Academic Qualifications
Master's Degree in Strategic Management, Business Administration, Development Studies, Organizational Development, Public Administration, or a related field.
Professional Experience
The consultant should demonstrate:
At least 10 years of experience in strategic planning and organizational development.
Proven experience facilitating strategic planning processes for NGOs, civil society organizations, or development agencies.
Experience in organizational capacity assessments and change management.
Strong understanding of governance, resource mobilization, and results-based management.
Experience working within the Zimbabwean development sector is an added advantage.
Skills and Competencies
Excellent facilitation and stakeholder engagement skills.
Strong analytical and strategic thinking abilities.
Excellent report writing and presentation skills.
Ability to work independently and meet deadlines.
High level of professionalism and integrity.
