Job Description

Zimbabwe’s mining sector is a critical driver of economic growth, contributing substantially to Gross Domestic Product (GDP), foreign currency earnings and employment. In 2025, Zimbabwe’s mining sector contributed 14.9% of GDP, and it remains the largest source of foreign currency earnings, accounting for about 70% of export revenues, confirming its role as the backbone of the economy . The Ministry of Mines and Mining Development (MMMD) has been improving the country’s mining sector through governance reforms such as the Mines and Minerals Bill and creating a policy environment that encourages local value addition, strengthening transparency and aligning Zimbabwe’s mining practices to global standards. Furthermore, the Ministry launched the Responsible Mining Audit, a mechanism that promotes accountability, environmental stewardship, checks compliance and responsible mining. This has been complemented by strong push for community involvement, with Minister Winston Chitando calling for mining reports that reflect not only industry performance but also the voices and experiences of local communities . In a State of the Nation Address, the President of Zimbabwe reaffirmed the central role of mining in driving the country’s economic transformation, while also raising important concerns about responsible mining practices. Annual reports on the mining sector, are a critical tool that can be utilised in advancing responsible mineral resource governance.
There is an opportunity to raise the bar though Ministry of Mines and Mining Development (MMMD) through the production of consolidated annual reports that are publicly accessible, to appraise various stakeholders on the performance of the sector, key trends, as well as challenges and opportunities. Production and disclosure of these reports are essential as the country seeks to promote transparency and accountability in the mining sector. The reports also help investors in assessing the country’s mining sector annual performance. Regional peers such as South Africa and Zambia demonstrate the value of annual reporting in strengthening governance and attracting investment. In South Africa, the Minerals Council Annual Reports provide detailed accounts of production, revenues, and compliance with environmental and social standards, it brings out issues such as energy shortages, illegal mining, regulatory uncertainty, and the need for sustainability and innovation. Similarly, Zambia’s reporting, aligned with the Extractive Industries Transparency Initiative (EITI), highlights revenue transparency, policy reforms, economic challenges, and the importance of aligning with the EITI .
Zimbabwe already has a strong foundation to build on. The Chamber of Mines of Zimbabwe produces annual State of the Mining Industry Reports, which provide valuable insights into sector performance, challenges, and outlook from the perspective of mining companies. However, these reports are industry-driven and cannot substitute for government accountability and community perspective. They highlight operational issues such as taxation, power shortages, and foreign currency retention, but they do not provide the official statistics or policy updates that investors need. A Ministry‑led annual report would complement the Chamber’s work, balancing the narrative by presenting government priorities, licensing data, environmental management, and revenue collection. Together, the two reports would offer a complete picture of the mining sector one from the regulator, one from the industry. Further, the MMMD can also draw lessons from other government departments that already disclosure and provide annual reports. For instance, Zimbabwe Investment Development Agency produces already provides quarterly reports disclosing investment license application received, the origin of the investors, value of the investments, and different sectors. This information supports ZIDA in complying with transparency and accountability frameworks within the country’s 2013 Constitution.
The Zimbabwe Revenue Authority (ZIMRA) is one of the most consistent, releasing detailed annual reports each year, ZIMRA publishes comprehensive annual reports covering revenue collection, compliance, and financial performance . It is against this background that Consultancy services are required to produce research grounded paper, is aimed at motivating the MMMD to institutionalize the production and publication of annual reports on the state of the mining sector in Zimbabwe, through a business case. These reports are envisaged to serve as a tool for transparency, accountability and sustainable resource

Duties and Responsibilities

The following are the objectives of the assignment
1. To compile lessons from peers such as South Africa and Zambia who publish annual reports on the state of the mining sector
2. To highlight the benefits of publishing annual reports for MMMD and the country, including credibility, investor confidence, and public trust.
3. To propose a clear structure for mining sector annual reports
4. To produce a policy paper entitled: “Zimbabwe’s Readiness to Publish Mining Sector Annual Reports.”
Deliverable
The overall deliverable is to produce a research-based paper (10pages) to position advocacy for annual reports production on the state of the mining sector in Zimbabwe, supported by regional case studies for practical and context relevant recommendations for Zimbabwe’s mining governance framework.

Qualifications and Experience

Required qualifications:
• A master’s degree in law, Mining, Environmental Policy, Development Studies, Economics, Sustainability, or related field.
• Excellent research, policy analysis, and writing skills.
• Proven experience facilitating stakeholder consultations and policy validation processes.
