I. About Trócaire
Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was
established to express the concern of the Irish Catholic Church for any form of human need, but
particularly for the needs and problems of communities in the Global South. With our partners we
work with some of the world’s poorest people, supporting women, men and communities for long-
term change. In Ireland, we raise awareness about the causes of poverty through our outreach
programmes in the education sector, through parish networks, and through our public campaigns and

II. Background and Context
In Zimbabwe, Community-Based Organizations (CBOs) play a critical role in addressing the
development needs of local communities. These organizations are often the first responders to
community challenges, from addressing socio-economic issues to advocating for marginalized groups.
However, many CBOs face significant financial sustainability challenges due to a difficult funding
landscape and limited capacity to mobilize for resources. As a leading agency advancing the
localisation agenda which calls for increased and improved access to funding for local actors, Trócaire
is seeking a consultant to deliver a training on fundraising and resource mobilisation to a selection of
organisations in February 2026.
III. Objectives
The overall objective of this consultancy is to support up to 5 CBOs to strengthen their resource
mobilisation capacity and organisational resilience. This is envisioned to eventually translate into
increased organisational funding. The Consultant will:
• Design and deliver a 2-day training on resource mobilisation in Harare, in February 2026.
• Provide individualised follow-up support to the participating organisations towards the
completion of their Resource Mobilisation Plans, Organisational Capacity Statements, and
Potential Donor Maps.
• Provide training materials for reference during and after the training.
• Prepare a final assignment report upon completion of the consultancy.
IV. Scope of the Work
This consultancy is anticipated to be for 6 days in the month of February 2026, with the following
scope of work:
Pre-Training
• Develop training materials on resource mobilisation.
• Prepare the pedagogy, session plan and any other resources necessary for the sessions to be
delivered by the consultant during the workshop.
During the Training
• Deliver sessions of the training in a practical and interactive manner.
After the Training
• Provide individualized follow-up support to each of the participating organisations to
complete the development of their organisational Resource Mobilisation Plans.
• Support participating organisations to develop Organisational Capacity Statements and
Potential Donor Maps.
• Prepare a final assignment report upon completion of the consultancy.
V. Reporting
The Consultant will develop a final assignment report upon completion of the consultancy. The reports
should provide information on how the consultants’ time was spent, individual updates per partner
organisation, and status updates on progress against deliverables. The consultant will isolate the
lessons learned, draw conclusions and make recommendations on the way forward.
VI. Deliverables
The assignment will have the following deliverables:
• Training on fundraising and resource mobilisation.
• Participating organisations to have completed resource mobilisation plans, capacity
statements and donor maps.
• Final assignment report with highlights, lessons learned, conclusions and recommendations.
VII. Monitoring
Trócaire will provide partners with a formal feedback mechanism to comment on the quality of the
support received, indicate their satisfaction, and detail any achievements associated with the support
at the end of the consultancy, as well as through a follow-up review after a pre-defined period.
VIII. Experience/Skills
The consultant should possess:
• Third level qualification in a relevant field of study.
• Minimum of 6 years’ experience working in international development and the humanitarian
sector on business development/resource mobilisation.
• An understanding of the localisation discourse and various donor commitments on
localisation.
• Experience of proposal and report writing for major international donors, including the
development of results frameworks and/or logical frameworks.
• Proven track record of securing institutional funding from successful grant applications.
• Experience of working with partners and good understanding of partnership approach and the
barriers local organisations frequently face in accessing institutional funding.
• Excellent facilitation & capacity strengthening skills and experience of applying them when
working with individual partners or groups of partners.
• Excellent and proven organisational skills.
• Highly developed relationship building and interpersonal skills.
• Excellent written, oral and presentational communications skills.
• Computer literacy skills in Word, Excel, Zoom, and internet/email.
IX. Safeguarding
