Job Description

1. Background and Rationale
Environmental law enforcement is critical for the protection and sustainable management of natural resources in Zimbabwe. A Taskforce on Environmental Law Enforcement is pertinent to coordinate and strengthen enforcement activities across relevant agencies and stakeholders. To ensure effective, transparent, and accountable governance of the Taskforce, a comprehensive Governance Framework is required to guide its structure, roles, responsibilities, and operational modalities. It is against this background that an organisation is seeking a consultant to develop a governance framework for the taskforce.
2. Overall Objective
The primary objective of this assignment is to develop a comprehensive Governance Framework for the Taskforce on Environmental Law Enforcement that will:

Duties and Responsibilities

a. Define clear governance structures and decision-making processes
b. Establish roles and responsibilities of members and stakeholders
c. Promote transparency, accountability, and coordination among agencies
d. Provide guidelines for monitoring, reporting, and evaluation
e. Facilitate stakeholder engagement and capacity building

3. Scope of Work and Key Tasks
a. Inception and Document Review
An inception meeting between the Consultant and the organisation shall be convened. This meeting will enable the Consultant to seek clarification and understand more about the nature and scope of this consultancy work. The Consultant shall present an inception note that includes the timelines for this consultancy work guided by the deliverables/milestones as indicated in these terms of reference, and the methodology for conducting this consultancy work.
b. Review existing policies, laws, institutional arrangements, and best practices relevant to environmental law enforcement governance.
c. Conduct consultations and stakeholder engagements with Taskforce members, government agencies, civil society, and other relevant actors.
d. Develop a detailed Governance Framework document covering:
• Organizational structure and composition of the Taskforce
• Roles and responsibilities of members and secretariat
• Decision-making and coordination mechanisms
• Communication and information-sharing protocols
• Conflict resolution and compliance measures
• Monitoring, reporting, and accountability systems
• Resource mobilization and financial management guidelines
• Propose an implementation plan for the Governance Framework, including timelines, capacity-building needs, and performance indicators.
• Facilitate validation workshop to present and refine the draft Governance Framework with stakeholders.
• Finalize and submit the Governance Framework document incorporating feedback.

4. Deliverables
a. Inception report outlining methodology and work plan
b. Stakeholder consultation summary report
c. Draft Governance Framework document
d. Validation workshop report
e. Final Governance Framework document with implementation plan Task 4: Validation and Finalisation
The Consultant shall facilitate a validation session with stakeholders to review and stress-test the draft governance framework.
5. Timeline: The consultancy will run for 6 weeks, commencing from 1 February 2026.

Qualifications and Experience

6. Required Qualifications
• Legal background with expertise in environmental law, civil and criminal litigation experience and judicial systems.
• Demonstrated experience of at least 10 years in conducting research and analysis in the field of environmental law or related areas.
• Proven expertise in governance frameworks, preferably in environmental law enforcement or related fields
• Experience in stakeholder engagement and facilitation
• Knowledge of environmental policies, laws, and institutional arrangements
• Strong analytical, writing, and communication skills
