Job Description

1.Background
Human Impact Hub (Hi) is a non-governmental organization dedicated to advancing sustainable social impact through innovative programs and community engagement. The organization currently operates in seven districts: Bulilima, Chikomba, Chirumanzu, Gwanda, Lupane, Nkayi, and Shurugwi. The current Monitoring and Evaluation (M&E) guidelines and Strategy developed in 2022, guides performance tracking, learning, and reporting across programs. Given changes in strategic priorities, data systems, and donor requirements, there is a need to review and update the M&E Strategy to ensure it remains relevant, efficient, and aligned with current best practices.

Duties and Responsibilities

2. Purpose of the Assignment
The purpose of this assignment is to review and update the existing M&E Strategy to strengthen results measurement, data quality, learning, and accountability across all programs.
The updated strategy is expected to:
• Align with the organization’s strategic plan and current priorities.
• Integrate updated indicators, data systems, and reporting requirements.
• Reflect best practices in adaptive management and learning.
• Strengthen the organization’s overall M&E capacity.
3. Objectives
The major objective of the assignment is to review and update the current Human Impact Hub Monitoring and Evaluation Strategy.
Specific objectives of the review and update include:
1. Assess the relevance, effectiveness, and efficiency of the current M&E Strategy.
2. Identify gaps, challenges, and lessons learned in M&E implementation.
3. Review alignment with donor, national, and international reporting frameworks.
4. Update the M&E framework, including theory of change, results framework, and key indicators.
5. Recommend improvements in data collection, management, analysis, reporting, and use for decision-making.
6. Develop an implementation plan for operationalizing the updated M&E Strategy.

4. Scope of Work
The individual/ consultant will be expected to:
1. Document Review – Review the existing M&E Strategy, related policies, reports, logframes, and performance data.
2. Stakeholder Consultations – Engage with program staff, management, partners, and other stakeholders to gather input on current M&E practices and needs.
3. Assessment – Analyze strengths, weaknesses, opportunities, and threats (SWOT) of the current M&E system.
4. Draft Revised M&E Strategy – Prepare a draft updated M&E Strategy incorporating feedback and findings.
5. Validation Workshop – Present the draft strategy to stakeholders for feedback and validation.
6. Finalize Strategy – Incorporate feedback and produce a final M&E Strategy document and implementation plan.

Qualifications and Experience

6.Duration and Timeline
The assignment is expected to take 6 weeks from the date of contract signing. A detailed schedule will be finalized in consultation with the consultant and the M&E team.
7. Reporting and Supervision
The consultant will report to the Director of Programs at Human Impact Hub and work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager for technical guidance. Regular progress updates will be required during the assignment.
8. Consultant Qualifications and Experience
The consultant or consulting firm should possess a solid academic and professional background in Monitoring and Evaluation.
Required qualifications and experience:
• Postgraduate qualification in Monitoring and Evaluation, Statistics, Development Studies, or a relevant field.
• Minimum of five (5) years’ experience in M&E design and strategy development.
• Experience working on Health & Well-being, women economic empowerment , Climate Smart Agriculture and Environment is an added advantage
• Proven experience in results-based management (RBM), data systems, and learning frameworks.
• Strong facilitation, analytical, and report-writing skills.
• Familiarity with donor frameworks (e.g., USAID, UN, and EU) such as Results Based Management (RBM) and Monitoring & Evaluation (M&E) is preferred.
9. Budget and Payment
The consultant/firm shall submit a total budget in USD (inclusive of all applicable taxes), providing a detailed breakdown of consultancy fees and direct costs related to the assignment.
The consultant/firm will be responsible for all tariffs, duties, and taxes applicable during the execution of the work.
Payment will be made in three installments:
• 20% upon approval of the Inception Report.
• 40% upon submission of the Draft M&E Strategy.
• 40% upon approval of the Final M&E Strategy.
