Job Description

TOWN SECRETARY
Applications are invited from suitably qualified candidates for the post of Town Secretary, which is vacant.

PURPOSE OF THE JOB
The Town Secretary is the Accounting Officer and Chief Advisor of Council and is expected to proffer overall leadership in the provision of service delivery and strategic direction to Zvishavane Town Council in line with stakeholder expectations.

Duties and Responsibilities

Reporting to the Council Chairperson and to Council Committees, the Town Secretary's main responsibilities are;
• Spearhead Council's vision, mission, values and goals.
• Formulating the Town's strategy and supervising its implementation.
• Ensuring effective and efficient service delivery to the Town and stakeholders.
• Providing oversight of all Town activities and managing its operations.
• General oversight of Town's mandate and overseeing the effective management of its financial resources, including budgeting, reporting and auditing
• Promoting the image of the Town through sound stakeholder management.
•Setting performance benchmarks for Directors in line with the Town and national policy
• Chairing critical meetings and directing the Heads of Departments in implementing meeting resolutions.
• Ensuring the drafting of by-laws, filing of legal and regulatory documents and monitoring legal compliance.
• Serving as the Chief Engagement person for the Town and ensuring proper representation of the Town to the community.

Qualifications and Experience

QUALIFICATIONS AND EXPERIENCE
Applicants should hold a minimum of a Degree from recognised university in Administration, Local Government, Politics, Business Studies, Social Science, Engineering, Finance, Accounting, Law, Arts, Agriculture & Rural Development or equivalent qualification from a recognized university.
• At least 4 years' post-qualification experience in Middle or Senior management level
• Acitizen of Zimbabwe
No criminal record
• A clean record of service within the local go verment sector, where applicable.
A proven and documented record of programs delivered will be an added advantage.
