Reporting to: Chief Accountant
Summary of Duties: Ensure Public Financial Management System (PFMS) duties are carried out correctly by Accounting Assistants; conduct meetings, boards of survey, boards of inquiry, interviews and secretarial services to senior management meetings; develop and appraise an efficient accounting system; prepare bi-annual and annual statutory reports for Treasury and the Comptroller and Auditor General; prepare monthly consolidated financial analysis; prepare Revenue, Fund, Recurrent and Capital budgets; control and monitor budget performance; respond to audit reports; produce management reports; ensure payments due are processed; reconcile creditors; ensure virements are done correctly; ensure processed accounts documents are filed; conduct on-job training and workshops for Finance staff; supervise Accounting Assistants; and any other duties delegated by the Chief Accountant.
Required Qualifications, Experience and Attributes: Degree in Accounting, HND Accounting, or full CIS/CIMA/ACCA; at least two years' experience as an Accounting Assistant; proficiency with SAP, Microsoft Office and the Public Finance Management Act; excellent strategic planning skills and ability to interact with all levels; ethical, honest and responsible; a clean Class 4 Driver's Licence is an added advantage.
