Position: Border Supervisor
Station: Chirundu

Reporting to the Provincial Environmental Manager, the job holder will be responsible for the enforcement of controls on the import and export of hazardous substances and waste, collecting license fees and levying penalties for environmental offences on imported substances in terms of the Environmental Management Act [CAP20:27].

Duties and Responsibilities

Duties and Responsibilities Entail:
• Supervises the inspection, invoicing, licensing and prosecution of hazardous substances & waste consignments passing through the Border in terms Of the Environmental Management Act (CAP20:27] and its ancillary legislation.
• Aligns business processes at the border with the requirements of Multilateral Environmental agreements such as the Basel. Rotterdam &Stockholm (BRS) United Framework Convention on Climate Change (UNFCCC) and Minamata convention.
• Maintains comprehensive border post environmental information of imports for easy retrieval.
• Liaises with key stakeholders such as Port Health, Ministry of Agriculture, ZRP and the Zimbabwe Revenue Authority (ZIMRA) to ensure the mainstreaming of environmental management issues.
• Implements the border post Emergency Preparedness and Response (EPR) Plan through regular risk assessment.
• Ensures the adherence, by staff, to set SOPs and where necessary recommends their amendment.
• Co-ordinates continuous campaigns on environmental pollution prevention in the border. and
• Oversees the billing and invoicing of clients in line with the Agency's accounting manual standing SOPs.
• Coordinates the maintenance and timely updating of databases.
• Prepares and adheres to border post budgets and work plans.
• Prepares periodic and ad-hoc reports as required.
• Manages the performance of subordinates in line with the IRBM.

Qualifications and Experience

Qualification, Experience and Competences:
• A first degree in Environmental Sciences, Chemical Engineering, Biotechnology or any other relevant qualification from a recognized institution.
• At least three (3) years' experience in environmental management role covering field operations, laboratory management or environmental protection.
• Sound knowledge of environmental issues.
• Knowledge of the legal instruments governing importation of hazardous substances.
• Good interpersonal and communication skills.
