Mercy Corps Zimbabwe intends to conduct a needs assessment and scoping of a new design for an emergency program. The assessment will include a review of available literature, primary data collection including consultations with relevant ministries and stakeholders. The assessment will identify key emerging issues, needs and challenges, and recommendations. The outcome of the assessment will be used by Mercy Corps in developing a concept note that will seek to address the urgent needs that emerge.

Purpose / Project Description:
Mercy Corps Zimbabwe is recruiting a national consultant to conduct a comprehensive needs analysis to better understand the emergency needs in Zimbabwe and lead on the development of a concept note.

Duties and Responsibilities

Activities:
The consultant will:
• Prepare and present inception report as per the ToRs to MC proposal development team
• Recommend appropriate research design inclusive of appropriate sample size
• Draft research tools
• Lead field level data collection i.e., engagement of KII, community groups and relevant stakeholders
• Data analysis and synthesis
• Present the findings and recommendations in a format that can be shared by Mercy Corps to its key stakeholders.
• Draft and Finalize Assessment report
• Lead program design discussions
• Lead concept note development

Deliverables:
• Assessment work plan, including methodologies & tools, schedule, and list of stakeholders for consultation, etc.
• Needs Assessment report
• Concept note

Timeframe / Schedule:
• 18 November 2021 - 3 December 2021.

The Consultant will report to:
• Mercy Corps Team Leads

Qualifications and Experience

Required Experience & Skills:
• The consultant must have at least 5 years’ experience conducting Emergency focused assessments for international donor proposals and Concept Note developments.
• Familiarity with Emergency Program Life cycle and program development processes.
• Must have at least a master’s degree in the relevant field, desirable, Agricultural Economics, Agriculture, Social Sciences- Development studies, Disaster Risk Reduction, Environmental Management.
• The consultant should have experience doing similar assignments in Zimbabwe.
• full working knowledge of English and vernacular languages and excellent report writing skills and.
• The expert, or at least one of the experts proposed, should have solid knowledge and practical experience with disability, gender, and youth issue
