Position: Director Finance and Administration

Grade: E1

Station: Head Office

Reporting to the Director General, the job holder will be responsible for planning, directing and controlling key initiatives in the Finance and Administration Department in support of the overall strategic goals of the Agency through following policies and procedures in accordance with the Public Finance Management Act [Chapter 22:19], EMA Act [Chapter 20:27] and all other relevant legislation.

1. Financial Strategy Formulation

* Providing insight and analysis to support the Director General and Senior Management’s strategy planning.
* Formulating and implementing financial strategies that will enable the Agency to achieve its goals.
* Monitoring the achievement of plans and targets and taking corrective action where necessary.
* Resource mobilization, supporting and funding growth opportunities for the Agency.

2. Cost Control Management Accounting

* Overseeing the pricing of the Agency’s services.
* Overseeing the preparation of the annual business plans.
* Coordinating and managing the budgeting process and ensuring it is aligned with the Agency’s overall strategy.
* Ensuring budget implementation and control.
* Ensuring preparation, review and presentation of monthly management accounts and reporting to Senior Management and the Board.

3. Financial & Cash Flow Management

* Performing financial analysis of new opportunities and decision alternatives.
* Defining key financial performance measures and targets with the management team.
* Overseeing working capital management.
* Overseeing debt management and liaison with the Legal Services Department.

4. Financial Reporting and Controls

* Controlling and coordinating the Agency’s overall accounting function.
* Preparing financial information for external publication.
* Managing relationships with external auditors.
* Managing the resolution of key accounting and control issues.
* Implementing sound, cost-effective and efficient accounting and financial systems, policies and processes.
* Ensuring adherence to financial provisions in the Public Finance Act, EMA Act and all other relevant Acts, Regulations and Frameworks such as IFRS and IAS.
* Ensuring financial statements are prepared on time for both internal and external auditing.

5. Financial Risk Management

* Formulating and implementing risk strategies for the mitigation of liquidity risk, interest rate risk, credit risk and other financially related risks.

6. Administration

* Planning and directing the activities of the Agency’s real estate functions.
* Proposing and approving capital expenditure projects to improve operations.
* Maintaining the Agency’s assets to avoid any loss and determining depreciation parameters to preserve shareholder value.
* Ensuring adequate and efficient administrative processes are in place to support operations with adequate and effective internal controls to mitigate related risk issues.
* Supervising, guiding and controlling staff in the department to ensure maximum productivity, efficiency, discipline and compliance with guidelines, policies and procedures.

Qualifications and Experience

Qualifications, Experience and Competences

* Degree in Finance, Accounting or equivalent.
* Postgraduate qualification e.g. CA, ACCA, MBA/MBL.
* Must be a member of a relevant professional body.
* At least 10 years relevant experience, of which 5 years must be at senior management level.
* Knowledge of Acumatica is an added advantage.
