Job Description

Applications are invited from suitably qualified and experienced candidates to fill In the above position of Head - Procurement that has arisen within Zimbabwe Broadcasting Corporation.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES
The incumbent reports to the Chief Executive Officer and responsible for procurement of goods and services in accordance WI the Public Procurement and Disposal of Public Assets Act Chapter 22.23.
• Advising the Chief Executive Officer and the Procurement Management Unit on procurement and asset disposal matters
• Plans and oversees the procurement of goods and services for Procurement Entity in line with the procurement regulators
• Oversees the development of procurement contracts by liaising with user departments and legal department in contract drafting, negotiations and contract management, to ensure the entity has valid procurement contracts
• Develops and implements supplier evaluation program
• Prepares bid documents and contracts in compliance with the provisions of procurement regulations
• Coordinates bidding processes, including pre-bid meetings, clarifications and the receipt and opening of bids.
• Co-ordinates the evaluation of bids and any post-qualification negotiations required.
• Prepares contract documents and amendments.
• liaise with the Procurement Regulatory Authority of Zimbabwe on procurement issues to ensure the Corporation adheres to the relevant statutes
• Prepares such procurement reports as may be required by the procuring entity's Accounting Officer or the Authority.
• Submits all evaluations to the Accounting Officer with confirmation that the procedure followed has compiled with the Act.
• Provides technical procurement guidance/support to line HEADS
• Stores Management
• Preparing weekly, monthly, quarterly and annual procurement reports

• Sound interpersonal and communication skills
• Negotiation and analytical skills
QUALIFICATIONS AND EXPERIENCE
• Degree in Procurement /Supply Chain Management or equivalent qualification
• Masters in Supply Chain Management or equivalent is a MUST
• Full Chartered Institute of Procurement and Supply (MCIPS) membership is a MUST
• Minimum 5 years working experience in Procurement of which 3 should be at managerial level
