Job Description

The Zimbabwe Country Office falls within Trócaire’s programme portfolio of countries where human rights and democratic space are contested. This is one of three thematic/country classifications that encompass Trócaire's global programme. The Zimbabwe country programme addresses the following themes: (i) Defending Human Rights and Promoting Access to Justice(ii) Climate and Environmental Justice(iii) Supporting Women and Girls’ Protection, Voice, and Leadership, and,(iv) Saving Lives and Protecting Human Dignity. Trócaire's rights-based approach, partnership model, commitment to localization, accountability, and the triple nexus, underpin each programme area. The Zimbabwe programme team consists of 5 staff members with different but complementary responsibilities. The team is led by the Programme Manager.

Background of the Role

As part of its’ work in defending human rights and democracy, Trócaire seeks a full time Human Rights Project Monitoring, Evaluation, and Learning (MEL) Manager Human Rights Project Manager. The MEL Manager will be responsible for leading on all MEL aspects of the donor-funded project focused on ‘Enhancing the Promotion of Civil and Political Rights in Zimbabwe. Trócaire leads a consortium of 11 Civil Society Organizations (CSOs) implementing the project. The MEL Manager will be part of Human Rights Project Team consisting of the Project Manager, Human Rights Advisor, and a Project Officer, working collaboratively with other programme and finance staff to deliver the project. The post-holder’s responsibilities will include working with partners to develop MEL and results’ frameworks and conduct partner capacity assessments and enhancement plans. Trocaire utilises a results-based management (RBM) approach. The role will include assisting partners to develop relevant project documents that take RBM into account and assist partners to implement RBM approaches in their programming, ensuring that their monitoring tools and reports capture changes happening in the lives of the beneficiaries. Trocaire has digitalised its’MEL data collection and analysis, hence such this role will include support to partners on digital data collection and analysis.

Location: Harare, with frequent travel to the project areas.

Scope of the role

This MEL Manager will work with the Human Rights Project Team to ensure that the project has a clear and effective overall MEL framework and will support partners in building their capacity in improving their monitoring and evaluation tools and effectively measuring and documenting project progress, including mechanisms to capture the significance of changes achieved and evidence project value for money. S/he will be responsible for periodic data collection for reporting of progress by all the partners. The post-holder will also be responsible for ensuring that learning is captured, documented, and shared. The position will also have strong links with the Trocaire Zimbabwe MEL Advisor and the Strategic Impact Unit at Head Office in Ireland.

Duties and Responsibilities

Key Duties And Responsibilities

Programme Support
Lead and support the development and refinement of MEL tools and processes to effectively monitor, analyse, and report on project progress.
Support project and partner staff in the design and implementation of all MEL activities throughout the project cycle, providing hands-on technical assistance in the development and implementation of MEL systems and tools, logic models, results framework, report submissions, and in conducting reviews and evaluations.
Ensure that the monitoring systems and tools meet Trócaire and donor standards.
Support partner MEL and project staff in effective data collection, entry, storage ,and analysis for regular programme monitoring, management, and decision-making purposes, and at consortium level, ensure coherence across approaches and aggregation of data.
Lead the consortium in designing, conducting, and reporting on the baselines, mid-term review and end-line evaluation.
Lead the consortium partners in the end of term evaluation processes including identification of qualified and experienced consultants.
Capture learning as the project is implemented including developing partners’ capacity to do the same.
Contribute to the design and facilitation of project and partner review meetings.
Ensure that accountability to beneficiaries (downward accountability) and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed.
Support the implementation of the Safeguarding activities with partners, ensuring that whistleblowing and complaints mechanisms are in place and being utilized.

Capacity Strengthening
Identify training needs and support capacity strengthening in MEL, including mentoring as necessary for project and partner staff.
Strengthen the capacity of staff through training and support for effective implementation of MEL processes, including baseline, information gathering, follow-up and post-implementation monitoring.

Teamwork & Collaboration
Work collaboratively with colleagues in the Country Office and HQ to contribute to the achievement of broader organisational goals.
Participate in and contribute to global thematic meetings.

Other Tasks
Meet other M&E requirements as may arise in the project.
Undertake from time to time other mutually agreed tasks, related to overall human rights work, at the request of the Line Manager.

Qualifications and Experience

Requirements

Qualification
Third level qualification (preferably Masters) in MEL, or a relevant degree with MEL as a significant component.

Experience
Minimum 3-years’experience in MEL management.
Familiarity and experience with the principles and current approaches to MEL, using both quantitative and qualitative methods in all stages of the project cycle.
Experience of work on FCDO and or SIDA funded grants, or other bilateral or multi-lateral donor grants
Familiarity to FCDO, SIDA’ or other institutional donor MEL management frameworks.
Demonstrable field experience in MEL and using RBM.
Experience of working with local partner organisations including building their capacity in MEL

Skills
Excellent analytical and research skills.
Excellent facilitation skills and experience of applying them when working with individual partners or groups of partners.
Excellent written, oral, and presentational communications skills.
Fluent in English and at least one local language.
Developed computer skills including spreadsheets, statistical packages for research, database management, Word, etc.,
Developed skills of use of digital data collection and analysis platforms.
Ability to manage heavy work loads and to meet deadlines.

Qualities
