Job Description

The Raoul Wallenberg Institute is currently seeking candidates for the position as Junior Programme Officer at the Harare Office. The position, which is open for Zimbabwean nationals is full-time, with start date earliest 15 February 2021. The initial contract runs until 31 December 2021, with a possible extension, funding provided.

The Junior Programme Officer’s primary responsibilities are to, under supervision of the Director of the Harare Office, contribute to ensure that the RWI Programme in Zimbabwe is planned, implemented and followed up on so as to achieve expected results and enhance the overall impact, quality and strategic added value of the programme.

Main duties and responsibilities of the position, to be carried out in accordance with relevant templates and guidelines and in consultation with partners as relevant:

Plan and implement activities as outlined in approved work plans, including: developing terms of reference and agreements; developing agendas and materials; securing resource persons and other necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables.
Develop and monitor programme budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results.
Regularly assess and monitor programme developments and results.
Stay informed of relevant geographic/thematic/political developments for the successful
carrying out of duties and responsibilities of the position.
Initiate and maintain regular contact with partners, relevant authorities, organisations, donors, etc.
Prepare narrative reports to analyse the results of activities/programmes carried out.
Contribute to the development of work plans.
Assess new programme opportunities within the mandate and concerning the priorities of RWI.
Periodic travel to programme activity sites to successfully implement the duties above.

Qualifications and Experience

Qualifications
The knowledge, experience, skills, abilities and attitudes required for satisfactory job performance:
Experience of programme management-related work.
Good knowledge of international human rights standards and mechanisms, including relevant university degree with preferably specialisation in human rights or related field.
Fluency in English and good English language writing skills.
Effective communication and interpersonal skills.
Ability to prioritise work tasks.
Ability to work under pressure and complete tasks within given timeframes.
Supportive of a learning organisation with a strong willingness to share knowledge.
Flexible and proactive mindset with a desire to continuously improve work performance.
A high sense of responsibility and commitment as well as attention to detail.
Cultural sensitivity

Meriting
Experience from previous capacity development work for academic institutions, national human rights institutions and justice sector institutions
Experience working with international organisations and/or development cooperation
A drivers’ license
