Job Description

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. (ZHI) is seeking applications for a Program Manager position for an anticipated UNICEF - SAFE project in Zimbabwe.

The Strengthening and Advocating with Families to Eliminate SGBV (SAFE) project will deliver critical child protection interventions intended on ensuring that children, adolescents, and young people including those with disabilities are better protected from violence, abuse, and exploitation. The SAFE project will strengthen the capacity of SGBV service providers to provide quality GBV services for children, adolescents, and women as well as strengthening reinforcement of positive societal attitudes for the prevention of violence and harmful practices in 4 districts namely Tredgold, Bulilima, Mangwe and Beitbridge.

Basic Function
The Program Manager (PM) will support the coordination and implementation of the program to ensure an integrated, harmonized approach across all districts. The key role of the PM is to coordinate the various aspects of the program across the districts in which the program is being implemented. The PM is accountable for program deliverables and must ensure that they are in line with the proposal, budget and work-plan approved by the funder. The PM is responsible for developing the activity work-plans, ensuring that the targets are met, the program delivers on time and that the outputs meet agreed standards. Of particular importance is the PM’s role in liaising with the Strategic Information Evaluation (SIE) team to make sure that agreed targets are not only met but also recorded and reported accurately. The PM will liaise with program staff, support them to deliver on agreed outputs, evaluate their performances and make recommendations for strengthening their capacity. Where necessary, the PM may recommend program re-engineering to facilitate delivery by unblocking bottlenecks, ensuring timely problem solving that enables smooth program flow.

Duties and Responsibilities

Job Description
Support the coordination of implementing partners/stakeholders engaged in the SAFE Program through work planning, coordination of activities and reports; Manage the day-to-day implementation of program activities and support partners to operationalize work-plans; Work with the SIE Team to ensure data collection and MER; Ensure quality standards for ZHI outputs of the SAFE program are met; Draft timely and professional program reports, as per reporting schedules; Liaise with the ZHI Finance unit to monitor program expenses, burn-rate versus activities; Conduct supervisory visits and provide guidance to the project staff. Manage stakeholder relations at all levels by supporting staff and stakeholders, responding to their enquiries/queries and ensuring that there is effective communication regarding SAFE Program activities. Work with the Program Technical Lead to design capacity building programs for project stakeholders and review capacity building/ training and post-training follow-up. Participate in program planning and review meetings, as well as represent program (as necessary) in relevant partner and district meetings. Support knowledge management through documentation and recording of good practices as well as through the on-line resource platform; Support in review and development of key messages and training materials. Ensure compliance with UNICEF and other funder regulations as well as implementation of ZHI organizational policies and procedures; Assist in conducting regular risk assessments of the SAFE Program and recommending measures for mitigating identified risks ;Network with key organizations, institutions, and partners; Provide representation and participation at various local, regional, and international conferences/workshops/meetings; Provide advisory services and technical assistance various program areas including SGBV, Community Visioning, GESSI, research, capacity development, materials development, impact assessments and dissemination of information; Do any other duties as assigned by supervisor.

Qualifications and Experience

Knowledge, Skills And Abilities
Sound knowledge and experience in project management; Ability to work well with teams: Collaboration skills with internal and external stakeholders; Takes initiative and capitalizes on opportunities and shows initiative in learning and self-development; Excellent communication skills both verbally and in writing; Must be innovative and creative contributing to program design; Must be of integrity and act according to ZHI values; Meticulous- pays attention to detail in all program outputs; Decisiveness- makes quick and appropriate decisions as required. Good time management skills to manage conflicting priorities to meet deadlines under strict time constraints; Ability to travel a minimum 25% Ability to communicate with stakeholders at all levels; Speaking Ndebele is a distinct advantage.

Qualifications And Experience
Master’s Degree in Social Sciences, Adult Education or 10 years’ experience implementing GESSI, SGBV, Community Visioning, Community Norms Change, Human Rights programs; At least 10 years’ experience in GESSI, SGBV, Human Rights, HIV programming supported by an in-depth knowledge of SRH issues; Demonstrated knowledge of evidence-based gender equality, equity, GBV and promising behavioral and structural SGBV prevention interventions, best practices in community visioning interventions, and linkage to services and approaches to addressing gender issues related to ending SGBV; Hands on experience managing a large complex project at national/regional levels. Ability to provide project, financial, monitoring, evaluation and operational oversight; Demonstrated experience in training and facilitation including ability to design training programs; Experience in collaboration with Government of Zimbabwe Health, Education, Justice and law enforcement departments, other stakeholders as well as partnership management; Must have own laptop.
