About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. (ZHI) is seeking applications for a Technical Officer Community Visioning position for an anticipated UNICEF - SAFE project in Zimbabwe.
The Strengthening and Advocating with Families to Eliminate SGBV (SAFE) project will deliver critical child protection interventions intended on ensuring that children, adolescents, and young people including those with disabilities are better protected from violence, abuse, and exploitation. The SAFE project will strengthen the capacity of SGBV service providers to provide quality GBV services for children, adolescents, and women as well as strengthening reinforcement of positive societal attitudes for the prevention of violence and harmful practices in 4 districts namely Tredgold, Bulilima, Mangwe and Beitbridge.
Basic Function
The Technical Officer - Community Visioning (TO-CV) will lead an ongoing shared visioning process for collective action in which community actors can contribute their perspectives, articulate aspirations, define individual and communal strengths and hoped-for contributions, voice concerns, and highlight successes to end sexual and Gender-based Violence (SGBV). They will also promote vibrant civil society engagement in community planning, government engagement, and program implementation. The TO-CV will facilitate dialogue on the group and individual aspirations and potential pathways to reach their aspirations in the context of limitations. The TO-CV will be responsible for the generation of local solutions and strategies for addressing sexual and gender-based violence (SGBV) experienced by children, adolescents and women including those with disability. S/he will also be responsible for mobilizing communities to work jointly to address these issues, building on existing cohesion among community members, fostering cohesion where it is weak, and ensuring psychological safety of poor and marginalized people to participate, contribute, and feel integrated. The incumbent will work closely with the Program Manager (PM) to ensure that the implementation meets the needs of the targeted communities and aligns with participant aspirations. In collaboration with the strategic government departments, the TO-CV will engage communities in sustained participatory learning throughout the life of the program to guide any necessary adaptation to the program and address challenges articulated by project participants in their journey to realize development aspirations and eliminate SGBV.
Duties and Responsibilities
Job Description
Provides support in the unpacking of the SGBV and community norms change guidance to inform program implementation with fidelity; Provides SGBV and Community Norms Change technical support in the development and dissemination of tools, materials, reports, papers, and intervention for operational research; Works closely with national and district teams to ensure activities are implemented according to SAFE Project standard operating procedures (SOPs); Writes and edits technical reports and documents; Assists with publications, web pages, and presentations; Conducts searches of published literature on evolving issues in SGBV prevention, post violence care and community visioning and community norms change technical areas; Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports; Responds to requests and inquiries from internal and external staff; Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures; Assists with the implementation of research studies by monitoring and documenting processes; Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines; Prepares reports and papers summarizing project results; Delivers presentations at professional meetings and conferences; Ensures project implementation adheres to organizational strategy and remains technically sound; Support the PM in providing leadership and team building at the task level; Exercises judgment within selecting methods and techniques to determine appropriate action; Works on problems of diverse scope that require analysis or interpretation of various factors; Receives methods and procedures on new program areas and other project assignments; Works closely with other technical officers within the organization. Performs other duties as assigned.
Qualifications and Experience
Knowledge, Skills And Abilities
Working knowledge of concepts, practices and procedures with providing technical support for operational research; Ability to transfer knowledge and skills to others; Excellent oral and written communication skills; Excellent organizational and analytical skills; Demonstrated proficiency with using Microsoft Office Suite required; Ability to analyze and interpret data, identify errors and prepare reports; Ability to problem solve and implement corrective action as needed; Ability to engage and collaborate with strategic government departments; Ability to build productive working relationships; Ability to provide guidance to other lower-level personnel; Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas; Articulate and professional and able to communicate in a clear, positive fashion with clients and staff;
Qualifications And Experience
Master’s MS/MA in Social science, Adult Education, or and a minimum of 3 years relevant experience working with children, adolescents and women including those with disability in interventions related to gender equity and equality, SGBV, community visioning, community norms change SRH, human rights; Experience, competence in capacity building; Computer literacy is a must. Proficiency in English (written and spoken). Good writing and editorial skills; Ability to speak Ndebele a distinct advantage; Must have own laptop.
