PROCUREMENT OFFICER
The University is seeking a detail-oriented and highly motivated individual for the position of Procurement Officer. This role is responsible for overseeing and managing all purchasing activities, ensuring that the University adheres to established procurement policies, procedures, and regulatory guidelines. The successful candidate will work closely with various departments to ensure the timely and cost-effective procurement of goods and services required for the smooth operation of the University.

Duties and Responsibilities

1. Procurement Management:

Oversee the procurement of goods, services, and works in accordance with the University’s policies.
Prepare and process purchase orders, ensuring that all necessary approvals are obtained and that orders are placed in a timely manner.
Monitor and evaluate suppliers, ensuring that the University receives the best value for money.
2. Compliance and Risk Management:
Ensure compliance with procurement policies, regulations, and ethical standards.
Maintain up-to-date records of procurement activities.
Identify and mitigate risks related to the procurement process, including potential delays or cost overruns.
3. Supplier Relationship Management:
Develop and maintain strong working relationships with suppliers to ensure effective communication and cooperation.
Negotiate prices with suppliers, ensuring favourable terms for the University.
4. Reporting and Documentation:
Prepare regular reports on procurement activities, expenditure, and supplier performance for review by management.
Maintain accurate records of all transactions, ensuring transparency and accountability.
5. Budget and Cost Control:
Work with departments /units to ensure that all procurement activities are within budgetary constraints.
Monitor spending and suggest cost-saving opportunities while ensuring the quality of goods and services procured.
6. Continuous Improvement:
Contribute to the ongoing improvement of procurement processes and strategies to enhance efficiency and effectiveness.
Stay updated on procurement trends, technologies, and best practices.

Qualifications and Experience

Desired Attributes:

A Bachelor’s degree in Procurement/ Supply Chain Management or Purchasing and Supply.
An Advanced Diploma in Procurement and Supply (CIPS Level 5) or higher is mandatory
A Master’s Degree in these disciplines is a distinct advantage
At least 5 years of experience in procurement, supply chain management, or a related role, preferably in an academic environment.
Strong understanding of procurement laws, policies, and procedures.
Excellent negotiation, communication, and interpersonal skills.
Proficiency in procurement software and technologies.
Strong organizational skills with the ability to manage multiple tasks and priorities.
Ability to uphold oneself with a high degree of honesty and integrity.
Good oral and written communication skills
Strong analytical and problem-solving abilities.
Ability to work independently and as part of a team.
A proactive approach to managing procurement challenges and opportunities.
An eye for attention to detail
